New Delhi: The Government of India has appointed veteran diplomat Vipul, a 1998-batch Indian Foreign Service (IFS) officer and one of the country’s foremost experts on Gulf and West Asian affairs, as the next Ambassador of India to Saudi Arabia.

The Ministry of External Affairs (MEA) announced the appointment on Tuesday, stating that Vipul, who is currently serving as India’s Ambassador to Qatar, is expected to take up his new assignment in Riyadh shortly.

He succeeds Suhel Ajaz Khan and assumes charge at a strategically important time as India seeks to further deepen its partnership with Saudi Arabia across energy security, trade, investment, defence cooperation, technology, and regional stability.

The appointment is being viewed as one of the most significant diplomatic postings in India’s foreign service, given Saudi Arabia’s growing geopolitical influence and its central role in India’s engagement with West Asia.

India Strengthens Strategic Engagement with Saudi Arabia

Saudi Arabia remains one of India’s most important partners in the Gulf region.

The relationship has evolved significantly over the past decade from a traditional energy partnership into a comprehensive strategic alliance encompassing economic cooperation, infrastructure investment, security collaboration, counter-terrorism initiatives, and people-to-people ties.

With millions of Indians living and working in Saudi Arabia and bilateral trade running into tens of billions of dollars annually, the ambassadorial posting in Riyadh is regarded as one of the most critical assignments in Indian diplomacy.

IFS Vipul’s extensive experience in Gulf affairs is expected to play a crucial role in further strengthening these ties.

Who Is Diplomat Vipul?

IFS Vipul is a senior Indian Foreign Service officer of the 1998 batch who has built a distinguished diplomatic career spanning more than two decades.

Widely regarded within diplomatic circles as a specialist in Gulf and West Asian affairs, he has handled key assignments involving political relations, commercial diplomacy, international security, development cooperation, media affairs, and diaspora engagement.

Quick Profile

Name: Vipul
Service: Indian Foreign Service (IFS)
Batch: 1998
Current Position: Ambassador of India to Qatar
New Appointment: Ambassador of India to Saudi Arabia
Specialisation: Gulf and West Asian Affairs
Cadre Year: 1998

Academic Excellence and Professional Background

Before joining the Indian Foreign Service, Vipul established a strong academic and professional foundation.

IIT Delhi Graduate

He graduated with a B.Tech in Mechanical Engineering from the Indian Institute of Technology (IIT) Delhi in 1994, one of India’s premier engineering institutions.

MBA from ISB Hyderabad

Further enhancing his academic credentials, he earned an MBA from the Indian School of Business (ISB), Hyderabad, one of the country’s leading management institutions.

Early Professional Experience

Before entering diplomacy, Vipul worked in India’s industrial and public sector ecosystem.

His early career included:

Management Trainee at Steel Authority of India Limited (SAIL)
Assistant Mechanical Engineer with Indian Railways

Arabic Language Expertise

To deepen his understanding of the Arab world, Vipul also completed an advanced Arabic language programme at the American University in Cairo, a qualification that later proved valuable during his extensive Gulf assignments.

Distinguished Diplomatic Career

Throughout his career, Vipul has served in multiple Indian diplomatic missions and at the Ministry of External Affairs headquarters, handling a wide range of strategic portfolios.

Early Overseas Postings

His early diplomatic assignments included postings in:

  • Cairo, Egypt
  • Colombo, Sri Lanka
  • Geneva, Switzerland

During these assignments, he handled responsibilities relating to:

  • Political relations
  • Commercial diplomacy
  • Development cooperation
  • International security
  • Disarmament affairs
  • Media and public diplomacy

These experiences provided him with a broad understanding of international relations before he emerged as a Gulf affairs specialist.

Key Role at MEA Headquarters

Between 2014 and 2017, Vipul served in important positions at the Ministry of External Affairs headquarters in New Delhi.

As Director and later Joint Secretary, he worked closely on policy formulation and diplomatic coordination, gaining significant experience in foreign policy decision-making.

Consul General of India in Dubai

One of the defining assignments of his career came in 2017 when he was appointed Consul General of India in Dubai.

He served in the position until 2020 and earned widespread recognition for his engagement with the large Indian diaspora in the United Arab Emirates.

Leadership During Critical Period

His tenure in Dubai coincided with major developments affecting overseas Indians, including the early phase of the COVID-19 pandemic.

He played an important role in:

  • Diaspora outreach
  • Consular services
  • Welfare initiatives for Indian nationals
  • Strengthening India-UAE relations

The posting significantly enhanced his reputation as a capable diplomat with deep understanding of Gulf societies and governance systems.

Joint Secretary (Gulf), MEA

After returning from Dubai, Vipul was appointed Joint Secretary (Gulf) in the Ministry of External Affairs.

From 2020 to 2023, he headed one of the most strategically important divisions in the ministry, overseeing India’s relations with Gulf Cooperation Council (GCC) countries.

In this role, he managed:

  • Energy cooperation
  • Strategic partnerships
  • Trade and investment engagement
  • Labour and diaspora issues
  • Regional security coordination

The assignment further cemented his position as one of India’s leading experts on Gulf affairs.

Ambassador to Qatar

In August 2023, Vipul was appointed Ambassador of India to Qatar.

During his tenure in Doha, he oversaw bilateral relations at a time when the Gulf region was undergoing significant geopolitical and economic transformation.

His experience in Qatar is expected to prove valuable in his new role in neighbouring Saudi Arabia.

Appointment to Saudi Arabia

The Ministry of External Affairs has now entrusted Vipul with one of India’s most important diplomatic assignments by appointing him Ambassador to Saudi Arabia.

The appointment comes amid:

  • Rising geopolitical uncertainty in West Asia
  • Ongoing regional security concerns
  • Expanding India-Gulf economic cooperation
  • Growing Saudi investments in India
  • Increasing focus on energy transition and technology partnerships

Diplomatic observers believe his deep regional expertise and extensive network across Gulf capitals make him particularly well suited for the Riyadh posting.

A Significant Diplomatic Milestone

According to media reports, Vipul’s appointment is also being viewed as a departure from a long-standing diplomatic convention, as he is reportedly the first non-Muslim diplomat appointed as India’s Ambassador to Saudi Arabia since diplomatic relations were established between the two countries in 1948.

While the Ministry of External Affairs has not commented on this aspect, the appointment has attracted attention in diplomatic circles.

Challenges and Opportunities Ahead

As India’s next envoy to Saudi Arabia, Vipul will be responsible for managing a multifaceted bilateral relationship that extends well beyond energy cooperation.

Key priorities are expected to include:

  • Strengthening strategic partnership initiatives
  • Expanding trade and investment ties
  • Enhancing defence and security cooperation
  • Supporting the welfare of the large Indian diaspora
  • Facilitating collaboration in emerging technologies
  • Promoting cooperation in renewable energy and infrastructure sectors

His appointment comes at a time when India and Saudi Arabia are increasingly aligning on long-term economic and strategic interests under their respective national development visions.

One of India’s Foremost Gulf Specialists

With more than two decades of diplomatic experience, extensive exposure to the Gulf region, and a strong academic background that combines engineering, management and language expertise, Vipul is widely regarded as one of India’s most accomplished West Asia specialists.

His appointment as Ambassador to Saudi Arabia reflects New Delhi’s emphasis on experienced regional expertise as it seeks to deepen engagement with one of its most important strategic partners in the Middle East.
