Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath inaugurated the newly constructed headquarters building of the Uttar Pradesh State Disaster Management Authority (UPSDMA) in Lucknow, marking a major step towards modernising the state’s disaster management system.
The state-of-the-art facility has been developed at a cost of more than ₹200 crore and aims to make disaster response faster, technology-driven and more effective.
During the inauguration ceremony, the Chief Minister also launched the new official website of UPSDMA, designed to provide citizens with easy access to disaster-related information, alerts and safety guidelines.
Modern UPSDMA Headquarters Equipped with Advanced Facilities
The newly built UPSDMA headquarters has been designed to meet modern disaster management requirements. The facility includes advanced infrastructure such as:
- Modern command and control centre
- Digital monitoring systems
- Disaster analysis centre
- Training facilities
- Integrated communication systems
- Advanced coordination platforms for various government departments
The government aims to use these facilities to improve preparedness, response time and coordination during natural and man-made disasters.
Technology to Strengthen Disaster Response System
Chief Minister Yogi Adityanath said that the state government is continuously working to strengthen disaster management through modern technology, better coordination and quick response mechanisms.
The new centre will utilise advanced technologies including:
- Satellite and remote sensing-based monitoring
- AI-based risk mapping
- Predictive analytics-based early warning systems
- Mobile-based citizen alert systems
- GIS-based decision-making systems
- Digital control rooms
- Drone-based search and rescue operations
These technologies will help authorities take faster decisions and minimise loss of life and property during emergencies.
New UPSDMA Website to Expand Digital Disaster Services
The newly launched UPSDMA website will act as a digital platform for disaster-related services and information.
Citizens will be able to access:
- Emergency contact details
- Weather alerts
- Disaster management guidelines
- Training materials
- Relief schemes
- Awareness programmes
The government aims to ensure timely dissemination of accurate information during emergency situations through digital platforms.
Eight SDRF, PAC and Fire Service Personnel Honoured
During the programme, Chief Minister Yogi Adityanath honoured eight personnel from SDRF, PAC and Fire Services for their outstanding contribution to rescue and relief operations during various disasters.
The Chief Minister appreciated their courage, dedication and service, stating that these personnel are an important strength of the state’s disaster management system.
Early Warning System Helped Prevent Major Loss in Saharanpur
The Chief Minister highlighted the importance of early warning systems by recalling an incident in Saharanpur where timely alerts helped prevent a major tragedy.
He said that during sudden heavy rainfall in the Shivalik hills, thousands of people were present at Shakumbhari temple for religious programmes. As water levels rapidly increased, authorities received alerts and safely evacuated people from the affected areas.
According to the Chief Minister, the early warning system and mobile alerts played a crucial role in preventing major loss of life and property.
Focus on Training, Awareness and Community Participation
The government has emphasised that effective disaster management cannot depend only on government agencies. Active participation from citizens, institutions and local bodies is also essential.
UPSDMA will focus on:
- Training government departments and volunteers
- Conducting regular mock drills
- Increasing disaster awareness programmes in schools and colleges
- Strengthening coordination with local bodies and urban authorities
The Chief Minister also directed officials to expand mock drills across districts, tehsils, police stations, development blocks and municipal areas.
Coordination with National and Global Disaster Management Institutions
Chief Minister Yogi Adityanath stressed the need for UPSDMA to collaborate with leading disaster management institutions and establish partnerships through Memorandums of Understanding (MoUs).
He also encouraged the use of media platforms to spread awareness about disaster preparedness, safety measures and preventive actions.
The government plans to strengthen disaster management programmes through all 17 municipal corporations and extend outreach to more than 200 municipal councils across the state.
Climate Change Increases Need for Advanced Disaster Management
Experts believe that changing weather patterns have increased the frequency of disasters such as floods, extreme rainfall, heatwaves, lightning incidents, earthquakes and fires.
For a large state like Uttar Pradesh, disaster management requires more than relief operations. It requires:
- Advance preparedness
- Risk assessment
- Early warnings
- Real-time monitoring
- Quick rescue operations
The new UPSDMA headquarters has been developed with this approach to improve long-term disaster resilience.
Training and Capacity Building to Remain Key Focus Areas
The UPSDMA headquarters will also function as a major training and capacity-building centre.
Government departments, local bodies, NGOs and disaster management personnel will receive regular training to improve their skills and preparedness.
The initiative aims to create a stronger disaster response network across Uttar Pradesh.

The inauguration programme was attended by Finance and Parliamentary Affairs Minister Suresh Khanna, Minister of State for Revenue Surendra Diler, Lucknow Mayor Sushma Kharkwal, Sarojini Nagar MLA Rajeshwar Singh, UPSDMA Vice Chairman Lieutenant General Yogendra Dimri, Principal Secretary (Revenue) Aparna U, Director General of Police Rajeev Krishna and other senior officials.
