CM Yogi Adityanath Reviews UPCOS Functioning, Pushes for Transparent and Tech-Driven Outsourcing System 

Uttar Pradesh to launch integrated portal for outsourced employees, ensuring standardised recruitment, accountability, and employee-friendly governance across departments.

Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath has directed the state administration to make the outsourcing recruitment system more transparent, uniform, and technology-driven through the Uttar Pradesh Outsourcing Service Corporation (UPKOS). The review meeting was held at the Chief Minister’s residence on Tuesday.

The initiative aims to streamline appointment processes, service conditions, and remuneration of outsourced employees across government departments.

UPKOS to Ensure Uniform Outsourcing System Across Departments

During the review, the Chief Minister said that the outsourcing system must be made:

  • Transparent
  • Accountable
  • Employee-friendly
  • Technology-based

UPKOS has been established to bring uniformity in the recruitment, service conditions, procedures, and salary structure of outsourced workers across various government departments.

The government believes this will help protect employee interests while ensuring efficient human resource management for departments.

Integrated Online Portal for Outsourced Employees

CM Yogi Adityanath reviewed the progress of an integrated online portal being developed for outsourced employees.

He instructed officials to complete the project in a time-bound manner and ensure that the portal enables:

  • Centralised recruitment process
  • Employee verification system
  • Real-time monitoring of services
  • Simplified administrative procedures

The Chief Minister emphasized that the portal should make the entire system more efficient, transparent, and accessible.

Strict Standards for Empanelment of Outsourcing Agencies

The meeting also reviewed the empanelment process for outsourcing agencies. The Chief Minister directed that:

  • Selection criteria must be clearly defined
  • Standardised rules should be strictly followed
  • Complete transparency must be maintained in agency selection

He said a uniform framework should be finalised soon to ensure smooth functioning across all departments.

Focus on Efficiency, Transparency and Employee Welfare

CM Yogi stressed that efficiency and accountability must be strengthened in the outsourcing system. He said that a structured approach will:

  • Safeguard employee rights
  • Improve service delivery
  • Ensure better coordination between departments
  • Provide reliable manpower to government offices

He added that the system should benefit both employees and the administration.

Aim: Technology-Driven Governance in Outsourcing System

The Uttar Pradesh government aims to transform outsourcing management into a fully digital governance model through UPKOS. The use of technology will help eliminate irregularities and improve monitoring of outsourced staff. Officials said this reform will bring greater discipline, transparency, and standardisation in government outsourcing practices.

Major Step Toward Reforming Outsourcing in UP

With the UPKOS framework and integrated digital portal, the Uttar Pradesh government is moving toward a more structured and accountable outsourcing system. The initiative is expected to improve governance efficiency while ensuring fair and transparent treatment of outsourced employees across the state.
