Lucknow: The Government of Uttar Pradesh has launched a major digital infrastructure initiative titled “Project Ganga” (Government Assisted Network for Growth and Advancement) in Lucknow. The project aims to accelerate digital entrepreneurship and expand high-speed internet connectivity across rural and semi-urban regions of the state.
Chief Minister Yogi Adityanath formally inaugurated the initiative from his official residence at 5, Kalidas Marg, Lucknow, emphasizing the importance of broadband connectivity in driving economic growth and social transformation.
Vision Behind Project Ganga
Project Ganga has been introduced as part of the state’s broader push toward Digital India, Developed India, and Self-Reliant India (Atmanirbhar Bharat).
The initiative is designed to:
- Strengthen rural digital infrastructure
- Promote digital entrepreneurship among youth and women
- Expand access to government and private digital services
The state government has described broadband internet as a “basic necessity” in today’s development framework, highlighting that faster internet directly contributes to faster progress in education, healthcare, governance, and commerce.

High-Speed Internet for Rural Households
Under Project Ganga, the Uttar Pradesh government plans to provide high-speed broadband connectivity to around 20 lakh (2 million) rural and semi-urban households over the next 2–3 years.
The rollout will initially focus on border and underserved districts such as:
- Shravasti
- Bahraich
- Balrampur
After the initial phase, the project will be expanded across the entire state.
The initiative will also enable digital services such as:
- Telemedicine
- E-education
- E-governance
- E-commerce
Employment Generation and Women Empowerment
A key objective of Project Ganga is large-scale job creation. According to government claims, the project is expected to generate:
- Over 1 lakh direct and indirect jobs
- Nearly 50% participation from women
The initiative is also aimed at transforming local youth and women into digital entrepreneurs, thereby strengthening rural self-employment opportunities.
Public-Private Partnership Model
Project Ganga is being implemented through a collaboration between:
- Uttar Pradesh Transformation Commission
- IT and Electronics Department, Government of Uttar Pradesh
- Hinduja Group’s subsidiary OneOTT Entertainment Ltd
Under this partnership, service providers will be selected and trained at the Nyay Panchayat level. These trained digital service providers will operate local centers responsible for:
- Broadband installation and maintenance
- Billing and customer service
- Digital service delivery
- Complaint resolution
Financial Support and Skill Development
To support local entrepreneurs, selected service providers will be linked with the Chief Minister Yuva Udyami Yojana, enabling access to loans for setting up digital service centers.
These centers will act as multi-service digital hubs, ensuring that connectivity and services reach even the most remote households.

Expected Impact on Rural Development
Officials state that Project Ganga will play a significant role in transforming rural Uttar Pradesh by:
- Bridging the digital divide between urban and rural areas
- Improving access to online education and healthcare
- Expanding e-commerce opportunities in villages
- Strengthening local economies through digital jobs
The government believes that improved internet speed and accessibility will directly enhance the pace of development and improve quality of life in rural regions.
Project Ganga represents a major step in Uttar Pradesh’s digital transformation strategy. With its focus on broadband expansion, employment generation, and digital entrepreneurship, the initiative aims to position rural areas as active participants in the state’s growing digital economy.
