Patna: In a major step towards strengthening administrative training and capacity building in Bihar, the Bihar Institute of Public Administration and Rural Development (BIPARD) and the Office of the Principal Accountant General (Accounts and Entitlement) have signed a Memorandum of Understanding (MoU) for faculty exchange and collaborative training initiatives.
The agreement aims to enhance the knowledge, skills, and professional capabilities of Indian Administrative Service (IAS), Bihar Administrative Service officers, and other trainee officials through joint programmes and institutional cooperation.
The MoU will remain effective for three years, with a provision for renewal through mutual consent between both organisations.
MoU Focuses on Faculty Exchange and Joint Training Programmes
The agreement was signed by:
- Dr. Mr. B. Rajender, Director General, BIPARD
- Mr. Santosh Kumar, Principal Accountant General (Accounts and Entitlement)
Under the MoU, both institutions will work together to organise:
- Training programmes for administrative officers and employees.
- Workshops and seminars on important governance-related topics.
- Faculty and subject expert exchanges.
- Sharing of training resources, best practices, and institutional experiences.
The collaboration is expected to improve the quality of administrative training and promote professional excellence among government officials.

Training on Finance, Governance and Administrative Subjects
The partnership will provide specialised training in several important areas, including:
- Government accounting systems
- Financial rules and regulations
- Service-related rules
- Pension management
- General Provident Fund (GPF)
- E-governance practices
- Other administrative subjects
Through expert-led sessions, officials will gain deeper understanding of financial management, governance processes, and administrative procedures.
Joint Use of Infrastructure and Training Resources
As part of the agreement, both institutions will support each other by providing available resources, including:
- Training classrooms
- IT infrastructure
- Other required facilities
The organisations will also nominate qualified officers as trainers and prepare joint annual training plans to ensure effective implementation of programmes.
The exchange of knowledge and resources is expected to create a stronger training ecosystem for government officials in Bihar.
Commitment to Secure Information and Official Use of Training Material
The MoU includes provisions to ensure the protection of confidential information shared between both institutions.
Training materials developed under the partnership will be used only for:
- Official purposes
- Non-commercial activities
Both organisations will maintain confidentiality standards while sharing institutional knowledge and resources.
Inspection of Newly Built Dakshata Bhawan at BIPARD
Following the signing ceremony, senior officials from both institutions inspected the newly constructed Dakshata Bhawan campus of BIPARD.
The officials reviewed:
- Available training facilities
- Infrastructure arrangements
- Security standards
The inspection was attended by BIPARD Additional Director General Sanjay Kumar along with other senior officials.
Strengthening Administrative Capacity in Bihar
The partnership between BIPARD and the Principal Accountant General’s office is expected to play an important role in improving administrative efficiency and strengthening the capacity of government officers.
By combining expertise in public administration and financial management, the initiative aims to support better governance and effective delivery of public services in Bihar.
