Major ‘Parivartan’ in Anganwadi Centres of Varanasi

With a vision to provide a solid foundation for the youngest members of society, Operation Parivartan has emerged as a beacon of hope, breathing new life into 3914 Anganwadi Centers and touching the lives of more than 3 lakh children.

In conversation with Indian Masterminds, 2019 batch IAS officer Himanshu Nagpal of Uttar Pradesh cadre, who is posted as Chief Development officer, Varanasi, shared about the challenges and results of Operation Parivartan.

THE LANDSCAPE OF CHALLENGES

The journey began with a stark realization of the hurdles plaguing the existing infrastructure. The challenges were formidable – poor infrastructure where many Anganwadi centres suffered from dilapidated buildings. Leakages and absence of basic amenities jeopardizing the well-being of both children and caregivers.

Further, the insufficient space, lack of rooms and urban centres struggling with high-cost rents. “The absence of Building as Learning Aid (BaLa) facilities further hindered the educational experience for the children,” IAS officer Himanshu Nagpal shared with Indian Masterminds.

OPERATION PARIVARTAN UNVEILED

To address these challenges, Operation Parivartan unfolded its multi-faceted strategy. Recognizing the urgent need for change, Mr. Nagpal and team initiated a comprehensive plan to transform these centers. The first step involved constructing 341 new Anganwadi buildings in villages that lacked such facilities. An additional 1338 rural centers underwent renovations, receiving child-friendly infrastructure, furniture, Teaching-Learning Materials (TLM) kits, Play Kits, and the innovative Building as Learning Aid (BaLa) concept designs.

The urban centers, where 948 out of 991 were operating in rented spaces, faced unique challenges. Operation Parivartan undertook the task of identifying 750 new rooms for rent, ensuring proper places for preschool education. “Vedanta Organisation collaborated to provide Kayakalp facilities, bringing about a revolutionary change in the urban Anganwadi landscape,” Mr. Nagpal informed.

For highly congested areas, the introduction of Porta Cabins – prefabricated structures offering temporary rooms – proved to be a game-changer. The collaboration with Vedanta expanded to include 25 such Porta Cabins, transforming parks and spaces under water tanks into vibrant learning environments. Mr. Nagpal further shared that these pre-fabricated structures offered a temporary yet effective solution, providing a conducive environment for pre-school education in highly congested wards.

TRANSFORMATION AND RESULTS

Nutri Gardens were introduced across all 2952 buildings, promoting a healthy and well-nourished environment for the children. The result? A remarkable Kayakalp success rate of 97%, ensuring that almost every Gram Panchayat now boasts a well-equipped Anganwadi Center.

The impact of Operation Parivartan was not just structural. Attendance surged from a meagre 37% to a robust 80%, while learning levels soared from 43% to an impressive 85%. Perhaps the most significant achievement was the shift in perception, as parents began choosing Anganwadi Centers over private play schools.

TOWARDS A SMART FUTURE

With the success of the revitalization efforts, the focus is now shifting towards smart education. A thousand centers are already connected to Smart TVs and tablets, ushering in a new era of interactive and engaging learning content for the future leaders of the country.
