LAYING THE FOUNDATION: EARLY LIFE & EDUCATION
Born on June 21, 1965, in Dalli Rajhara, a small town in the undivided Durg district of Madhya Pradesh (now in Chhattisgarh), Mr Jain was raised with the values of discipline, integrity, and hard work. His early education took place in Dalli Rajhara, where he made an impression as an exceptional student. His academic journey was marked by success, including being the topper in the Higher Secondary Board exams of undivided Madhya Pradesh, a feat that set the stage for his future achievements.
His hunger for knowledge didn’t stop at school. After completing his schooling, he pursued Mechanical Engineering from Bhopal. His academic journey continued at the prestigious Indian Institute of Technology (IIT), Delhi, where he earned a Master’s degree in System Management. His strong academic foundation and intellectual capabilities were clearly evident, but it was his passion for public service that would shape his future.
DREAM COME TRUE: JOINING THE IAS
In 1988, Amitabh Jain took a significant step towards his dream by clearing the highly competitive Union Public Service Commission (UPSC) exams. As a member of the 1989 batch of the Indian Administrative Service (IAS), he joined the civil serviceto make a meaningful difference in the lives of the people he served.
His first posting was as Assistant Collector in Jabalpur, Madhya Pradesh, in June 1990. Over the next few years, Mr Jain served in various key positions, building a reputation for his excellence in administration. His first significant role as a district administrator came in 1997 when he was appointed Collector of Raigarh district in Chhattisgarh, marking the beginning of his profound impact on the state’s development. He later served as the Collector of several districts, including Chhatarpur, Hoshangabad, and Rajgarh.

Mr Jain’s career in the IAS took him across various districts of Madhya Pradesh and Chhattisgarh. From Neemuch to Baikunthpur, Gwalior to Raipur, and Bilaspur to Hoshangabad, he served in key administrative roles that showcased his ability to tackle challenges head-on.
Jain has been a champion of rural development, leading initiatives to boost agricultural productivity, enhance infrastructure, and promote sustainable livelihoods, significantly improving life in rural areas. In urban development, he has played a pivotal role in transforming cities like Raipur through smart city projects, waste management, and urban planning. His efforts in healthcare and education reforms have expanded access to quality services and opportunities for underprivileged communities. In 2000, when Chhattisgarh was formed as a new state, Jain made the decision to remain and dedicate himself to serving its people. He played a crucial role in shaping the state’s administrative framework and governance structure. His deep expertise in policy formulation and implementation was essential in laying a strong foundation for the state’s development. Mr. Jain worked relentlessly to ensure a seamless transition and effectively addressed the unique challenges faced by the newly established state.
His contributions in Raipur, the capital of Chhattisgarh, are especially noteworthy. He served as Collector of Raipur twice – first from 2000 to 2003 and again from 2004 to 2005. His leadership during these crucial years helped pave the way for Raipur’s transformation into a thriving urban hub.
MULTIFACETED CAREER IN GOVERNANCE
Mr Jain’s career didn’t just stop at district administration. His vast experience in various government departments helped shape the policy and governance structure of Chhattisgarh. Throughout his tenure, he held prominent positions as the Secretary, Principal Secretary, and Additional Chief Secretary in various departments including Finance, Commerce, Industry, Public Works, Public Relations, Excise, and Water Resources.
In particular, his work as Finance Secretary was instrumental in shaping the state’s fiscal policies. His ability to balance the state’s budget while ensuring that critical infrastructure projects were not sidelined earned him the respect of colleagues and policymakers alike. His tenure as the Additional Chief Secretary in Finance was particularly impactful, as he worked on some of the most challenging financial decisions faced by the state.
But his career wasn’t confined to Chhattisgarh alone. He also spent seven years on deputation with the Government of India, where he served as Director and Joint Secretary in the Ministry of Commerce. During this period, he was involved in the formulation, amendment, and implementation of India’s foreign trade policies. Additionally, he was appointed Minister (Economic) at the Indian High Commission in London, where he worked tirelessly to promote trade and investment between India and the United Kingdom.
BECOMING THE 12th CS
Amitabh Jain’s exceptional career reached its pinnacle when he was appointed as the Chief Secretary of Chhattisgarh on November 30, 2020. He became the 12th Chief Secretary of Chhattisgarh and the third officer from the state to hold this prestigious position.
