2 Senior Officers Appointed as Deputy Secretaries in Health Ministry Under Central Staffing Scheme

New Delhi: In a recent administrative reshuffle, the Department of Personnel and Training (DoPT) has appointed two senior officers to the post of Deputy Secretary in the Department of Health & Family Welfare, Delhi, under the central staffing scheme.

Akanksha Ranjan (IAS:2013:JH) Appointed for Four-Year Term

IAS officer Akanksha Ranjan, from the 2013 Jharkhand cadre, has been appointed as Deputy Secretary in the Department of Health & Family Welfare for a period of four years. As per the DoPT order issued on August 14, 2025, her appointment will be effective from the date she assumes charge or until further orders, whichever is earlier.

Ms. Ranjan’s deputation is under the central staffing scheme, a mechanism to deploy civil servants from various cadres to important positions in the central government to support inter-departmental coordination and governance efficiency.

Aditya Kumar Mamgain (IRS-C&IT:2015) Also Appointed as Deputy Secretary

Joining her at the same level is Aditya Kumar Mamgain, a 2015-batch officer of the Indian Revenue Service (Customs & Indirect Taxes). Recommended by the Department of Revenue for central deputation, Mamgain has also been appointed as Deputy Secretary in the Department of Health & Family Welfare.

His tenure, which will also begin from the date he assumes charge, will run until May 2, 2027, encompassing a combined four-year term at the Deputy Secretary level, including both ex-cadre and central staffing scheme postings—or until further notice.

Strengthening Governance in Health Sector

The appointments come at a crucial time when the Ministry of Health & Family Welfare is actively engaged in post-pandemic healthcare reforms, public health infrastructure enhancement, and execution of major national schemes such as Ayushman Bharat. The inclusion of experienced officers like Ms. Ranjan and Mr. Mamgain is expected to further bolster administrative capacity and policy execution within the Ministry.
