DoPT Revises IAS Batches of 36 AGMUT Officers; One-Year Seniority Benefit, Ram Niwas Sharma Moves to 2009 Batch – Full List

DoPT has revised the IAS batches of 36 AGMUT cadre officers following a judicial challenge, giving several officers one additional year of seniority and related service benefits.

New Delhi/Jammu: In a significant development concerning the AGMUT cadre of the Indian Administrative Service (IAS), the Department of Personnel and Training (DoPT) has revised the IAS batches of 36 officers, benefiting several officers with one additional year of seniority.

The revision follows a successful judicial challenge mounted by Krishan Kumar Dahiya, a DANICS officer. The DoPT’s earlier stand in the matter did not prevail, paving the way for implementation of the revised batch allocations.

The development is expected to provide relief to the affected officers by restoring the seniority they are entitled to under the revised allocation and extending the associated service benefits.

Officers Granted Revised 2007 Batch

Five officers have been granted the 2007 IAS batch under the revised allocation:

  • H.P.S. Sran
  • Vijendra Singh Rawat
  • Rashmi Singh
  • Shashi Kaushal
  • Sanjay Gihar

Officers Granted Revised 2008 Batch

A total of 12 officers have been granted the 2008 IAS batch:

  • Yashpal Garg
  • Sanjeev Ahuja
  • P.K. Panda

Officers Granted Revised 2009 Batch

Eight officers have been granted the 2009 IAS batch:

  • Subhash Chandra
  • Sarpreet Singh Gill
  • C. Udaya Kumar
  • Ajay Kumar Garg
  • Krishan Kumar
  • Kulanand Joshi
  • Ram Niwas Sharma
  • Ajay Kumar Gupta

Officers Granted Revised 2010 Batch

Six officers have been granted the 2010 IAS batch:

  • Ajay Chagti
  • Arun Mishra
  • Krishan Kumar Dahiya
  • Kalyan Sahai Meena
  • Syed Musawwir Ali
  • Sundaresan S.D.

Officers Granted Revised 2011 Batch

Five officers have been granted the 2011 IAS batch:

  • Deepak Virmani
  • Indu Shekhar Mishra
  • Sanjeev Kumar Mittal
  • Jayanta Kumar Ray
  • Sunil Kumar Singh

Thus, the revised allocation covers 36 IAS officers across the 2007, 2008, 2009, 2010 and 2011 batches.

Ram Niwas Sharma Gets One-Year Seniority Benefit

Among the officers benefiting from the revision is Ram Niwas Sharma, who is presently posted in the Jammu and Kashmir segment of the AGMUT cadre.

Sharma, who is serving as Secretary, School and Higher Education, Jammu and Kashmir, was earlier allotted the 2010 IAS batch. Following the revised batch allocation, he has now been placed in the 2009 IAS batch, effectively giving him one additional year of seniority.

The revision could have implications for his seniority position and other service-related benefits linked to the IAS batch.

Judicial Challenge Led to Revision

The revision of batches is linked to the judicial proceedings initiated by Krishan Kumar Dahiya, a DANICS officer. The legal challenge questioned the position taken by the DoPT in relation to the batch allocation and seniority of officers.

Following the outcome of the judicial proceedings, the DoPT has now implemented the revised allocations for the affected AGMUT officers.

The move is significant for the officers concerned because IAS batch allocation determines their relative seniority and can have a bearing on several aspects of their career progression and service benefits.

Relief for Affected AGMUT Officers

The revised batch allocation has therefore brought considerable relief to the 36 officers. For those moved to an earlier batch, the change effectively restores one year of seniority, which can be consequential in a service where seniority plays an important role in career progression and consideration for higher administrative positions.

The case also highlights the impact that judicial intervention can have on cadre management and seniority-related decisions concerning officers of the AGMUT cadre.
