Patna: The Bihar Revenue and Land Reforms Department has launched a 10-day training programme on land survey and settlement for trainee IAS officers of the 2025 batch, with a focus on improving land records, strengthening digital revenue administration and reducing property disputes.
The training programme began on Wednesday at the Revenue (Survey) Training Institute in Shastrinagar, Patna. The initiative comes as the state continues efforts to make land records clearer, more accurate and digitally accessible.
Revenue and Land Reforms Department Secretary Jai Singh said that the completion of land survey and settlement work would help make land records more transparent and organised, strengthening revenue administration and supporting Bihar’s development.
Bihar Focuses on Clear Land Records to Reduce Property Disputes
Clear and accurate land records are essential for resolving land-related disputes and ensuring transparency in property transactions. During the programme’s inaugural session, Bihar Institute of Public Administration and Rural Development (BIPARD) Director General Arvind Kumar Chaudhary highlighted the importance of land survey and settlement training for trainee IAS officers.
He said that land-related disputes remain a concern in the state and that accurate land records can play an important role in reducing such disputes. A clear record of property ownership and related details can also make it easier to obtain property information and facilitate purchase and sale transactions.
Chaudhary noted that land survey work is currently underway in Bihar, making a thorough understanding of survey principles particularly important for officers who will be responsible for revenue administration.
He urged the trainee officers to understand each subject carefully, learn through practical work and resolve their questions during the training itself. He also stressed the importance of interacting directly with citizens in the field to understand their problems.
Revenue Administration Moves from Paperwork to Digital Systems
Revenue and Land Reforms Department Secretary Jai Singh highlighted the growing use of technology in the state’s revenue administration.
He observed that revenue-related work, which was traditionally carried in bags of physical documents, has increasingly moved towards laptop-based digital processes over the past decade. The shift reflects the department’s efforts to modernise its operations and improve the management of land-related information.
Singh said that once the survey process is completed properly, land records will become clearer and more digital. This would strengthen the revenue administration system and represent an important milestone in Bihar’s development journey.
The department’s focus on digital records is intended to improve the organisation of land information and support more efficient handling of revenue-related matters.
BIPARD Director General Highlights Importance of Survey Training
Inaugurating the programme, BIPARD Director General Arvind Kumar Chaudhary said that training in land survey and settlement was particularly important for trainee IAS officers because revenue administration is a significant component of state governance.
He emphasised that officers need to understand the fundamental principles of surveying to manage revenue administration effectively. Since land survey activities are ongoing across Bihar, the training will help officers develop the knowledge required for their administrative responsibilities.
Chaudhary also encouraged participants to learn from experienced officers and make full use of the institute’s training facilities.
The programme was inaugurated by Chaudhary, Jai Singh, Directorate of Land Records and Survey Director Suharsh Bhagat, and the institute’s Principal, Divya Raj Ganesh, by lighting a ceremonial lamp.

Director of the Directorate of Land Records and Survey, Suharsh Bhagat, briefed the trainee officers on the training programme’s structure and the experts who would conduct the sessions. He urged participants to make the most of the learning opportunity.
