Patna: The Bihar Chief Minister Samrat Choudhary, has taken a major step toward advancing artificial intelligence (AI) in the state by selecting Singapore-based Global Finance and Technology Network (GFTN) to strengthen Bihar’s AI ecosystem.
The decision was approved in a cabinet meeting held in Patna, where a total of 18 major proposals were cleared.
AI Training Programme for 7,000 Youth in Bihar
Under the new initiative, Bihar will launch a structured AI training programme in collaboration with GFTN and global academic partners.
Key Features of the Programme:
- Training for 7,000 students and youth over 5 years
- Inclusion of students from science, technology, and other academic streams
- Five-month advanced AI certification programme
- Collaboration with:
- National University of Singapore
- Asian Institute of Digital Finance
- Linux Foundation
The programme aims to build a skilled workforce ready for emerging digital and AI-driven industries.

AI & Quantum Technology Innovation Platform
The state will also establish a new innovation ecosystem named the Aryabhata Technology Observatory, focused on:
- Artificial Intelligence development
- Quantum technology research
- Digital experimentation and innovation
Expected Impact:
- Support for 100+ startups
- Access to AI tools and digital platforms for students and researchers
- Improved opportunities for entrepreneurs and tech innovators
The initiative is expected to position Bihar as an emerging hub for technology-driven growth and innovation.
Global Exposure and Investment Opportunities
Through GFTN’s international network, Bihar will be showcased on global technology and investment platforms. This is expected to:
- Attract foreign investment
- Bring new technology companies to the state
- Strengthen Bihar’s global tech presence
NIFTEM Campus to Be Set Up in Vaishali
The cabinet also approved a major education and industry-linked project in Vaishali district.
- 100 acres of land allocated for National Institute of Food Technology Entrepreneurship and Management (NIFTEM)
- Land will be transferred free of cost to the Government of India
- The institute will support food processing education and research
This project is expected to boost food processing industries and skill development in Bihar.
Dairy Plant Approved in Bihta to Create Jobs
A new dairy processing unit will be established in Bihta industrial area, Patna.
Project Highlights:
- ₹97.17 crore private investment
- Production capacity includes:
- 84,000 litres milk per day
- 36,000 litres toned milk
- 60,000 litres curd
- Butter and buttermilk production
- Around 170 jobs expected
The project will strengthen Bihar’s dairy and food processing sector.
Livestock Development Boost in Lakhisarai
The cabinet also approved a semen station project in Lakhisarai, with:
- 79.92 acres of land transferred
- Focus on livestock breeding and genetic improvement
- Support for dairy and animal husbandry sector
Strengthening Law and Order in Sensitive Districts
To improve rural policing, the government approved creation of five new Rural SP posts in:
- East Champaran
- Samastipur
- Madhubani
- Vaishali
- Siwan
This move aims to strengthen security in sensitive regions.
New Education and MSME Reforms Approved
The cabinet also approved several reforms to boost education and industry:
Education Expansion:
- 3 new degree colleges under Seven Nischay-3 scheme
- 132 new teaching and non-teaching posts created
MSME & Industrial Development:
- Expansion of MSME cluster development scheme
- Promotion of Common Facility Centres (CFCs) in BIADA areas
- Stronger industrial ecosystem for investment and jobs
