In a major relief for state employees and pensioners, the cabinet approved an increase in Dearness Allowance (DA) across multiple pay commissions.
Key DA Changes:
- 7th Pay Commission: DA increased from 58% to 60% (effective 1 Jan 2026)
- 6th Pay Commission: DA raised from 257% to 262%
- 5th Pay Commission: DA increased from 474% to 483%
This move will benefit lakhs of state government employees and pensioners across Bihar.
Major Push for Industrial Development in Bihar
The cabinet approved several big-ticket industrial and investment projects to boost employment and economic growth.
Key Approvals:
- Dairy processing unit in Bihta (Patna) with ₹97.17 crore investment
- Will produce milk, curd, and butter
- Expected to generate around 170 jobs
- MSME cluster development scheme revised for better industrial growth
- Promotion of Common Facility Centres (CFCs) in BIADA industrial areas

National Food Technology Institute in Vaishali
A major education and research project was approved in Vaishali district.
- National Institute of Food Technology (NIFTEM) to be set up on 100 acres of land
- Land to be transferred free of cost to the Government of India

EV Policy and Green Transport Push
The Bihar government approved a major push toward electric mobility under its EV policy framework.

- Target: 30% electric vehicle adoption by 2030

New Jobs and Education Expansion
The cabinet approved expansion in higher education infrastructure:
- Creation of 132 new posts in colleges
- Strengthening of higher education system across the state

Security and Infrastructure Decisions
To strengthen law and order, the cabinet approved:
- Creation of rural SP posts in five districts:
- East Champaran
- Samastipur
- Madhubani
- Vaishali
- Siwan
Additionally, major infrastructure and land-related decisions include:
- Land allocation for CISF training centre in Kishanganj (110 acres+)
- Approval of large-scale borrowing plan worth ₹72,901 crore for FY 2026–27
