Patna: Bihar is set to strengthen the use of artificial intelligence and digital technology in education, with the state government and Google LLC signing a Statement of Intent (SOI) for AI empowerment and digital infrastructure support. The collaboration focuses on improving teachers’ AI literacy and creating a stronger digital environment for teaching and learning.
The initiative proposes training teachers in Hindi and English through the Google AI Educator Series, with content adapted to local requirements. It will also introduce educators to the safe and effective use of AI tools such as Gemini and NotebookLM.
Focus on AI Skills for Teachers
The primary focus of the Bihar-Google collaboration is to build teachers’ capacity to use emerging digital and AI technologies in their everyday work.
The proposed training will cover practical uses of AI in education, including:
- Preparing lesson plans
- Improving teaching methods
- Supporting administrative work
- Using AI as a teaching assistant and tutor
The programme aims to help teachers use AI as a support tool in the teaching-learning process rather than simply relying on it to generate direct answers.
Training through the Google AI Educator Series will be offered in Hindi and English, with the proposed programme designed around local educational needs.

Gemini and NotebookLM to Be Included
Teachers will be introduced to Google’s AI tools, particularly Gemini and NotebookLM, with an emphasis on their safe and effective use.
The training will focus on how such tools can support lesson preparation, classroom teaching and administrative responsibilities. The broader objective is to make AI more practical for educators and help them integrate it into existing teaching methods.
The proposed programme will also include competency-based assessment and AI literacy training, along with a focus on integrating Gemini AI into teaching practices. Hybrid training and certification have also been proposed.
Google has been expanding its AI-focused education initiatives in India, including training educators in the responsible use of Gemini and NotebookLM for teaching and learning.
Digital IDs and Secure AI Access for Teachers
The SOI also proposes support for creating digital identities for Bihar’s teachers and providing secure, personalised access to Google AI tools.
Google will also support the technical integration of the Google for Education ecosystem with the state’s digital education framework.
This could help create a more connected digital environment where teachers can access technology and educational resources through secure and structured systems.
Smart Classrooms, Digital Libraries and Language Labs
The proposed cooperation extends beyond teacher training to digital education infrastructure.
Google will provide technical consultation for developing and strengthening facilities such as:
- ICT laboratories
- Connected classrooms
- Smart classrooms
- Digital libraries
- Language laboratories
The focus is on creating learning spaces where digital technology can become part of regular classroom teaching rather than remaining limited to standalone computer facilities.
The collaboration therefore combines teacher capacity building with infrastructure support, giving the initiative a wider digital education focus.
Training in Local Languages and Certification
The Google AI Educator Series India will also focus on training in local languages and building practical AI skills among teachers.
The proposed training will include competency-based assessment and certification, while also helping educators understand how Gemini and other AI tools can be integrated into teaching methods.
A hybrid training and certification model has also been proposed, allowing teachers to access learning through a combination of training formats.
Teachers to Share AI-Based Teaching Practices
The collaboration also proposes the development of Google Educator Groups.
These groups can become local platforms for peer learning, where teachers share their experiences, teaching methods and examples of how AI can be used in classrooms.
Such groups could help educators learn from one another and spread practical examples of AI-based teaching across different schools and institutions.
The idea is to create a continuing learning network rather than limit AI training to one-time workshops.
State Government to Support Implementation
Under the proposed collaboration, the Bihar government will provide the required coordination, facilitate teacher participation and support the infrastructure needed for training activities.
The state’s Science, Technology and Technical Education Department has described connecting teachers with emerging AI and digital technologies as an important step towards making the education system future-ready.
The collaboration brings together teacher training, digital infrastructure and AI-enabled teaching practices as part of Bihar’s wider push towards digital transformation in education.
Officials Present at the Signing
The SOI was signed between the Bihar Government’s Science, Technology and Technical Education Department and Google LLC on Tuesday.
Bihar government officials present included Department Secretary Himanshu Sharma, Director Manoranjan Kumar and Joint Director Manjit Kumar.
Google for Education was represented by India Head Sanjay Jain, Neeti Verma and Divyam, partner for Google for Education in East India, along with other officials and representatives.
The initiative could give Bihar’s teachers greater exposure to emerging AI tools while also supporting the development of smart classrooms, digital libraries, ICT labs and language laboratories. If the proposed measures are implemented effectively, the collaboration could contribute to a more technology-enabled teaching environment across the state.
