Bihar Plans Statewide Expansion of Sitamarhi, Siwan Plastic Waste Models

Successful district-level initiatives could be replicated across rural Bihar to strengthen plastic recycling, create employment and turn waste into valuable products

Patna: Bihar is considering scaling up successful plastic waste management models developed in Sitamarhi, Siwan and other districts across the state, with a focus on scientific recycling, rural employment and income generation.

A state-level consultation workshop was organised at the state office of the Swachh Bharat Mission (Gramin) and Lohia Swachh Bihar Abhiyan (LSBA) at Sai Corporate Park, Patna. The meeting brought together entrepreneurs, recyclers, scrap dealers, district-level officials, development partners and technical experts to discuss single-use plastic processing and products made from recycled waste.

Sitamarhi Model Gets Special Attention

Plastic waste management models from Sitamarhi, Siwan, Supaul, Aurangabad, Buxar and other districts were showcased at the workshop, highlighting how recycling can protect the environment and create local jobs.

The Sitamarhi model, praised by Prime Minister Narendra Modi, converts single-use plastic into products like tables and benches. Rai Industries MD Sanjeet Rai explained the process.

Siwan’s Digital Scrap Collection Model

The Siwan Kabadi Mandi model was another key focus of the consultation. The initiative has gained recognition for its digital, doorstep scrap collection system in rural areas, followed by scientific processing and marketing.

Representatives and the director of Kabadi Mandi explained the model’s:

  • Digital doorstep scrap collection mechanism
  • Financial management system
  • Community participation
  • Processing and marketing process

The discussion focused on how such successful district-level models could be adapted in other parts of Bihar while maintaining proper environmental and processing standards.

Government Offers Support to Recycling Entrepreneurs

Himanshu Sharma, Mission Director of the Swachh Bharat Mission (Gramin) and Lohia Swachh Bihar Abhiyan under the Rural Development Department, assured agencies and entrepreneurs working in plastic waste management of all possible support from the state government.

He said efforts would be made to provide financial assistance through an innovation fund to innovative agencies working in rural areas.

The proposed support is aimed at helping organisations:

  • Install advanced processing machinery
  • Increase plastic processing capacity
  • Manufacture value-added products from recycled plastic

The objective is to strengthen the entire plastic waste value chain, from collection and processing to recycling and marketing.

Focus on Recycling, Markets and Employment

The day-long workshop examined the technical, environmental and economic challenges associated with expanding plastic waste management across Bihar.

Key issues discussed included:

  • Pollution-control provisions for plastic processing units
  • Expansion of machinery and processing capacity
  • Environmental and health impacts of microplastics
  • Market opportunities for recycled plastic
  • Interstate supply of raw materials
  • Employment and income-generation potential

Participants also discussed ways to expand successful models while ensuring that new processing facilities comply with environmental regulations.

The emphasis on markets and value-added products is significant because sustainable recycling depends not only on collecting plastic waste but also on creating commercially viable uses for processed material.

Stakeholders Discuss Statewide Strategy

The consultation brought together stakeholders from across the plastic waste management ecosystem. Representatives of the Bihar State Pollution Control Board, CIPET, UNICEF, WaterAid, Water for People and other development partner organisations participated along with entrepreneurs, scrap dealers and district officials.

The programme was inaugurated by Rajesh Kumar, State Coordinator of the Lohia Swachh Bihar Abhiyan, who highlighted the initiatives and innovations being undertaken in plastic waste management across Bihar.

Those participating included:

  • Tapan Mohanta, Managing Director, Pashupati Group
  • Sanjeet Rai, Managing Director, Rai Industries
  • Virendra Kumar, India Traders
  • Sarita Singh and Amit Singh, Kabadi Mandi start-up
  • District coordinators and district consultants for solid and liquid waste management
  • Representatives of UNICEF, WaterAid, WADS Foundation and ITC

The consultation aims to expand successful local innovations into a scientific and sustainable plastic waste management system. Scaling these models could reduce plastic pollution while creating recycling businesses, jobs and income opportunities in rural Bihar.
