New Delhi: The Centre has approved three appointments under the Central Staffing Scheme involving IAS and IRS officers, assigning new responsibilities in the Ministry of Civil Aviation, census administration in Lakshadweep and the Department of Health Research.

The appointments include Rahul Hooda, a 2015-batch Haryana cadre IAS officer, as Deputy Secretary in the Ministry of Civil Aviation; Jitender Yadav, a 2010-batch AGMUT cadre IAS officer, as Director of Census Operations (DCO) and Director of Citizen Registration (DCR) in Lakshadweep on an additional-charge basis; and Iftakhar Ahmed Chowdhry, a 2013-batch IRS officer of the Customs and Indirect Taxes stream, as Deputy Secretary in the Department of Health Research.

IAS Rahul Hooda Appointed Deputy Secretary in Civil Aviation Ministry

The competent authority has approved the appointment of Rahul Hooda (IAS: 2015: Haryana) as Deputy Secretary in the Ministry of Civil Aviation, Delhi, under the Central Staffing Scheme.

His tenure will be four years from the date he assumes charge, or until further orders, whichever is earlier.

The Department of Personnel and Training (DoPT) has asked the Haryana Government to relieve him of his current duties immediately so that he can take up the new assignment.

The appointment order also reiterates the applicable joining deadline under the directions of the Appointments Committee of the Cabinet (ACC). Officers are required to join their assigned posts within three weeks of the date of the DoPT appointment order. Failure to do so may lead to the initiation of debarment proceedings under the Central Staffing Scheme.

The appointment is under the Central Staffing Scheme at the Director level. It will take effect from the date he assumes charge and continue for three years, or until further orders, whichever is earlier.

The order directs that Yadav be informed of the appointment and instructed to take up the additional responsibility. The Department of Personnel and Training has also sought intimation to the department and the Registrar General and Census Commissioner of India under the Ministry of Home Affairs.

The order further requests that a copy of the appointment notification be forwarded once issued.

IRS Officer Iftakhar Ahmed Chowdhry Selected for Health Research Department

Iftakhar Ahmed Chowdhry, a 2013-batch Indian Revenue Service officer from the Customs and Indirect Taxes stream, has been selected for appointment as Deputy Secretary in the Department of Health Research, Delhi.

His appointment follows a recommendation for central deputation by the Department of Revenue. The tenure will be four years from the date he assumes charge, or until further orders, whichever is earlier.

The concerned authorities have been asked to relieve him of his current duties so that he can join the new post.

The appointment order also reiterates the three-week joining requirement under the ACC’s directions. If an officer fails to join within the stipulated period, the process of debarment from the Central Staffing Scheme may be initiated.
