New Delhi: The Central Government has approved the premature repatriation of three senior bureaucrats serving on central deputation, sending them back to their respective parent cadres before completion of their sanctioned tenures.
The officers are Ashish Kumar Gupta, IOFS (2002), Joint Secretary in the Ministry of Statistics & Programme Implementation (MoSPI); Satya Pratap Singh, IDAS (2003), Joint Secretary in the Department of Justice; and Dr. M N Ajay Nagabhushan, IAS (2004), Joint Secretary in the Ministry of Information & Broadcasting.
The repatriations have been approved on personal grounds, with an extended ‘cooling-off’ period imposed on the officers. The decisions were taken on the basis of proposals moved by their respective ministries/departments.
Ashish Kumar Gupta, IOFS (2002), Repatriated from MoSPI
The Competent Authority has approved the proposal of the Ministry of Statistics & Programme Implementation for the premature repatriation of Ashish Kumar Gupta, IOFS (2002), who was serving as Joint Secretary in the ministry.
Gupta, a 2002-batch officer of the Indian Ordnance Factories Service (IOFS), belongs to the parent cadre under the Department of Defence Production, Ministry of Defence. He has held several administrative and directorial assignments during his career, with significant stints in the Ministry of Defence and MoSPI.
His central deputation to MoSPI began in 2020 when he was recommended by the Ministry of Defence Production for deputation to the Centre. Subsequently, under the Central Staffing Scheme, he was appointed as Director in the Ministry of Statistics and Programme Implementation for a five-year tenure.
His tenure at MoSPI was later extended in 2025. The extension had originally allowed him to continue in the ministry up to 2027.
In January 2026, Gupta was elevated to the position of Joint Secretary in MoSPI, continuing his association with the ministry in a higher capacity.
The latest decision, however, brings his central deputation to an early end. He will now return to his parent cadre on personal grounds, with the government also imposing an extended cooling-off period.

Satya Pratap Singh, IDAS (2003), to Return to Parent Cadre
The Competent Authority has also approved the proposal of the Department of Justice for the premature repatriation of Satya Pratap Singh, IDAS (2003), who was serving as Joint Secretary in the department.
A senior officer of the 2003 batch of the Indian Defence Accounts Service (IDAS), Singh has served in various roles involving financial administration, oversight and governance during his career.
Born on June 12, 1976, Singh joined the Indian Defence Accounts Service on December 22, 2003 and is currently of Senior Administrative Grade (SAG).
Before his present assignment, he served in several government roles, including a stint as Director in the Central Vigilance Commission (CVC), where he was associated with matters concerning vigilance, anti-corruption measures and integrity-related guidelines.
In March 2025, Singh was appointed Joint Secretary in the Department of Justice under the Ministry of Law and Justice on central deputation. During his tenure, he also functioned as the Mission Leader for the e-Courts Mission Mode Project (MMP).
His current central deputation has now been curtailed following the approval of his premature repatriation. The government has cited personal grounds for the decision and imposed an extended cooling-off period.
Ajay Nagabhushan, IAS (2004), Repatriated to Karnataka
The third officer affected by the latest decisions is senior IAS officer Dr. M N Ajay Nagabhushan, a 2004-batch IAS officer of the Karnataka cadre, who was serving as Joint Secretary in the Ministry of Information & Broadcasting (MIB).
According to the Department of Personnel and Training (DoPT) order issued on September 7, 2026, the Competent Authority approved the proposal of the Ministry of Information & Broadcasting for Nagabhushan’s premature repatriation to his parent Karnataka cadre on personal grounds, along with an extended cooling-off period.
Nagabhushan had assumed charge as Joint Secretary in the Ministry of Information & Broadcasting in January 2025for a five-year tenure. His deputation was therefore originally scheduled to continue until January 2030.
The latest decision means that he will return to Karnataka considerably ahead of the scheduled completion of his central deputation.
Dr M N Ajay Nagabhushan’s Administrative Career
Dr. Nagabhushan, born on April 6, 1977, is an MBBS-qualified IAS officer who has held several important administrative positions during his career.
Before and during his service in Karnataka, he served in a range of assignments, including Secretary to Government, Commissioner, Joint Secretary to the Chief Minister, Chief Executive Officer, Deputy Commissioner, Additional Commissioner, Managing Director, Assistant Commissioner and Joint Commissioner.
He has also served as an IAS probationer during the early phase of his career.
Nagabhushan is proficient in English, Hindi and Kannada and has worked across a broad range of administrative responsibilities during his service.
His tenure in the Ministry of Information & Broadcasting, which began in early 2025, has now been curtailed following the Centre’s approval of his premature repatriation.
Extended Cooling-Off Period Imposed
A common feature in all three cases is the government’s decision to impose an extended ‘cooling-off’ period along with premature repatriation.
The officers—Ashish Kumar Gupta, Satya Pratap Singh and Ajay Nagabhushan—were all serving on central deputation in senior positions when the respective ministries/departments sought their repatriation to their parent cadres.
With the Competent Authority approving the proposals, the three officers will return to their respective parent cadres before the completion of their originally approved central deputation tenures.
The latest decisions represent changes in the senior administrative positions in the Ministry of Statistics & Programme Implementation, Department of Justice and Ministry of Information & Broadcasting, while also bringing the three officers’ current central assignments to an early close.
