Raipur: The Chhattisgarh government on Thursday (January 22, 2026) carried out a major administrative reshuffle in the police department, transferring 15 IPS officers and formally appointing Raipur’s first Police Commissioner. The move comes soon after Raipur was officially notified as a Police Commissionerate, marking a significant shift in the state capital’s policing framework.
The transfer and posting orders were issued to align senior police leadership with the newly implemented commissionerate system, which aims to strengthen urban policing, improve law enforcement efficiency, and ensure faster decision-making in the rapidly growing capital city.
Sanjeev Shukla Appointed Raipur’s First Police Commissioner
Senior IPS officer Sanjeev Shukla (IPS:2004:CG) has been appointed as the first Police Commissioner of Raipur, a landmark development following the introduction of the commissionerate system. Prior to this appointment, Shukla was serving as the Inspector General of Police (IG), Bilaspur Range.
His appointment is seen as a crucial step towards operationalising the new policing model in Raipur, granting greater executive powers to the Police Commissioner to deal with urban law and order challenges.
Additional Police Commissioner Posted for Urban Policing
To strengthen the newly formed Raipur Police Commissionerate, Amit Tukaram Kamble (IPS:2009:CG) has been transferred from his position as DIG, Kanker, and posted as Additional Police Commissioner, Raipur Urban. His posting is aimed at supporting the Police Commissioner in managing urban crime, traffic, and administrative coordination.
Young IPS Officers Get Key DCP Roles in Raipur
As part of the commissionerate structure, several young IPS officers from the 2020 batch have been entrusted with important responsibilities at the Deputy Commissioner of Police (DCP) level:
- Umesh Prasad Gupta (IPS:2020:CG), earlier Commandant, 14th Battalion, Balod, has been appointed as DCP (Central), Raipur
- Sandeep Patel (IPS:2020:CG), formerly Commandant, 16th Battalion, Narayanpur, has been posted as DCP (West), Raipur
- Mayank Gurjar (IPS:2020:CG), previously Commandant, 16th Battalion, Dantewada, has been appointed as DCP (North), Raipur
In addition:
- Vikas Kumar (IPS:2020:CG), SP (SIB), Police Headquarters, Raipur, has been posted as DCP (Traffic and Protocol), Raipur
- Rajanala Smruthik (IPS:2020:CG), SP, STF, Baghera, has been appointed as DCP (Crime and Cyber), Raipur Urban
Ishu Agrawal Posted as ACP, Azad Chowk
Ishu Agrawal (IPS:2022:CG), who was serving as City SP, Azad Chowk, Raipur, has been transferred and posted as Assistant Commissioner of Police (ACP), Azad Chowk, Raipur Urban, under the commissionerate framework.
SSP and IG-Level Transfers Across the State
The reshuffle also includes several transfers outside the commissionerate setup:
- Ramgopal Garg (IPS:2007:CG) has been transferred from IG, Durg Range and appointed as IG, Bilaspur Range
- Abhishek Shandilya (IPS:2007:CG) has been moved from IG, Rajnandgaon Range to IG, Durg Range
- Balaji Rao Somawar (IPS:2007:CG), who was serving as IG (Law and Order), Police Headquarters, Raipur, has been appointed as IG, Rajnandgaon Range
District-Level SSP Transfers
At the district level, several key changes have been made:
- Dr. Lal Ummed Singh (IPS:2011:CG), SSP, Raipur, has been transferred and posted as SSP, Jashpur
- Shashi Mohan Singh (IPS:2012:CG), SSP, Jashpur, has been posted as SSP, Raigarh
- Divyang Patel (IPS:2014:CG), SP, Raigarh, has been transferred and posted as SP (Rail), Raipur
Shweta Srivastava Appointed SP, Raipur Rural
In the rural policing setup, Shweta Srivastava Sinha (IPS), who was earlier serving as SP (Rail), Raipur, has been transferred and appointed as Superintendent of Police, Raipur Rural. Her posting is expected to ensure better coordination between urban and rural policing in the district.
Police Commissionerate System Effective in Half of Raipur District
The Police Commissionerate system has officially come into effect in half of the Raipur district from January 23, 2026. Under this new structure:
- The Police Commissioner will oversee 21 police stations
- The Superintendent of Police (SP) will manage 12 police stations
The Home Department issued a notification regarding the implementation of the system on Wednesday evening, formalising the administrative changes.
Major Shift in Urban Policing Framework
The introduction of the commissionerate system in Raipur represents a major reform in Chhattisgarh’s policing structure. By decentralising authority and empowering senior officers, the government aims to improve response times, enhance crime control, and address the growing complexities of urban law enforcement in the state capital.
