Raipur: Chhattisgarh is strengthening its pharmaceutical and healthcare ecosystem with a planned 141.84-acre pharmaceutical park in Sector-22 of Naya Raipur Atal Nagar.
The Naya Raipur Atal Nagar Development Authority has allocated the land to the Chhattisgarh State Industrial Development Corporation (CSIDC) for development of the park. The project is part of the state’s broader effort to attract pharmaceutical investment, expand healthcare-related infrastructure and create employment opportunities.
The pharmaceutical park is also intended to support research, manufacturing and testing activities, helping Chhattisgarh build a stronger presence in the pharmaceutical sector in central India.
R&D Centres and Testing Facilities Planned
The proposed park will provide infrastructure for pharmaceutical companies as well as facilities that can support research and product development.
The planned facilities include research and development centres, testing laboratories, a flatted factory complex and a Common Effluent Treatment Plant (CETP).
The flatted factory complex can provide ready industrial space for pharmaceutical units, while the CETP is intended to support common effluent treatment requirements within the industrial area.
The park will also support pharmaceutical units working in Ayush products, alongside other pharmaceutical activities.
According to the state government, the development is aimed at helping meet the growing demand for healthcare products in domestic as well as international markets.
Investment Incentives for Pharmaceutical Companies
The pharmaceutical park is being supported by Chhattisgarh’s Industrial Development Policy 2024–30, which provides incentives for the pharma and medical-device sectors.
The state’s official investment promotion material lists several incentives for eligible large pharmaceutical investments, including net SGST reimbursement for 12 years, interest subsidies, electricity-duty exemptions, land-related concessions and support for research and innovation.
For large-scale pharmaceutical enterprises, the policy also provides investment-promotion support linked to capital investment. Available benefits include reimbursement of eligible SGST payments and capital investment support, subject to the policy’s conditions.
These incentives are designed to make the state more attractive to pharmaceutical manufacturers and other companies looking to establish production or research facilities.
Focus on Domestic and International Investment
The pharmaceutical park is expected to attract both domestic and international investors.
The state government has said that the project could help increase competition within the pharmaceutical sector while encouraging new investment and industrial activity.
A larger pharmaceutical ecosystem could also create opportunities across manufacturing, research, laboratory services, logistics and other supporting activities.
The government expects the initiative to generate employment for local youth and contribute to economic activity in Naya Raipur and the wider state.
Chhattisgarh’s official investment portal currently identifies the 141-acre Pharma Park in Nava Raipur as one of the state’s growth drivers for the pharma and medical-device sector. It also highlights the availability of more than 1,525 varieties of medicinal plants and pharmacy-related academic institutions as potential advantages for the sector.
Connecting Pharmaceutical Growth With Healthcare
The pharmaceutical park is being developed alongside the state’s wider focus on healthcare infrastructure and access to treatment.
The government has linked the project with the objective of strengthening healthcare services and improving access to healthcare products for citizens.
Chhattisgarh’s Shaheed Veer Narayan Singh Ayushman Swasthya Yojana is another part of this healthcare ecosystem. State-linked and reported figures have cited around 77.20 lakh families receiving benefits under the scheme, while the government has indicated plans to increase the treatment coverage limit from ₹5 lakh to ₹10 lakh.
The proposed pharmaceutical park could therefore add an industrial dimension to the state’s healthcare strategy by encouraging local production, research and supporting infrastructure.
Naya Raipur Emerging as a Healthcare Investment Destination
The pharma park is also part of a larger healthcare development push in Naya Raipur.
The state government has separately highlighted plans for a Medicity in Naya Raipur, including a large hospital facility, as part of efforts to strengthen advanced healthcare infrastructure. Official state communication has described the pharmaceutical park and Medicity as key components of the healthcare-development vision for Atal Nagar.
Together, such projects could create linkages between pharmaceutical manufacturing, healthcare delivery, medical education, research and related services.
For pharmaceutical companies, the availability of dedicated industrial land and sector-specific incentives can also reduce some of the barriers involved in setting up manufacturing and research facilities.
Jobs and Local Economic Activity in Focus
Employment generation is another expected outcome of the project.
Apart from direct jobs in pharmaceutical manufacturing and research, the park can support employment in testing, logistics, maintenance, packaging and other industrial services as the ecosystem develops.
Greater pharmaceutical activity could also create opportunities for local suppliers and service providers.
However, the eventual scale of employment and investment will depend on the companies that set up operations and the pace at which the planned infrastructure becomes operational.
A Long-Term Pharma Push for Chhattisgarh
The 141.84-acre pharmaceutical park represents Chhattisgarh’s effort to combine industrial development with healthcare priorities.
With dedicated facilities for research, testing, manufacturing support and effluent treatment, along with incentives under the Industrial Development Policy 2024–30, the project is intended to provide a structured base for pharmaceutical businesses.
For Naya Raipur, the initiative adds another sector to its emerging industrial and infrastructure landscape. For Chhattisgarh, the larger objective is to build pharmaceutical capacity, attract investment, create employment and strengthen the availability of healthcare products.
If the planned ecosystem develops as envisaged, the pharmaceutical park could become an important part of the state’s longer-term strategy to link healthcare, industrial investment, research and employment.
