Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath on Friday inaugurated the modern campus of the Dr. Ram Manohar Lohia Uttar Pradesh Academy of Administration and Management in Lucknow’s CG City area on Sultanpur Road. The inauguration was performed with Vedic rituals and chanting, marking a major upgrade in the state’s administrative training infrastructure.
Developed at a cost of approximately ₹464 crore, the new campus spans over 22 acres and is equipped with state-of-the-art facilities designed to enhance administrative training for officers across the state.
State-of-the-Art Campus for Administrative Training
The newly inaugurated campus has been designed to meet the evolving needs of modern governance and public administration training. CM Yogi Adityanath inspected the facility and reviewed various training halls, digital infrastructure, and other advanced amenities.
Key features of the campus include:
- Smart classrooms
- Digital learning centre
- Modern auditorium
- Conference halls
- E-library
- Residential accommodation
- Sports and training facilities
The academy will provide training to IAS, PCS, and other government officials, focusing on governance, public service delivery, disaster management, and technological innovation.

Focus on Modern Governance and Capacity Building
Speaking at the inauguration, CM Yogi emphasized that administrative training must evolve with changing times and technological advancements. He stated that a strong and skilled administrative system is the foundation of good governance.
He highlighted that trained officers play a crucial role in improving decision-making, efficiency, and public service delivery, ultimately strengthening the governance framework of the state.
Vision of Developed Uttar Pradesh and India
CM Yogi Adityanath stated that Uttar Pradesh’s bureaucracy is now fully aligned with the vision of a “Developed Uttar Pradesh” and is working actively toward achieving it.
He said that India’s development will be built on the foundation of a developed Uttar Pradesh, where every village, town, and ward becomes self-reliant.
He further added that while political leadership provides vision, administrative machinery is responsible for implementing it on the ground, making training and capacity building essential.
CM Highlights Governance Transformation Since 2017
The Chief Minister highlighted the transformation of Uttar Pradesh over the past nine years, stating that the state has significantly improved its governance, infrastructure, and economic standing.
He said that before 2017, the state faced a negative perception, but today Uttar Pradesh has emerged as one of the top three economies in the country.
Key achievements mentioned include:
- Strong law and order system
- Technology-driven governance
- Improved crowd management
- Revenue surplus status for six consecutive years
- Efficient implementation of central schemes
Technology-Driven Reforms in Governance
CM Yogi emphasized that technology has played a crucial role in improving governance and transparency in the state.
He cited major reforms such as:
- E-POS-based ration distribution system eliminating corruption
- Direct Benefit Transfer (DBT) ensuring funds reach beneficiaries directly
- Digital systems for farmers, including real-time sugarcane payment updates
- Removal of middlemen from welfare schemes
These reforms, he said, have improved public trust and increased transparency in government services.

Infrastructure Growth and Development Milestones
The Chief Minister also highlighted Uttar Pradesh’s rapid infrastructure development in recent years.
He noted that the state now has:
- The largest expressway network in India
- Around 60% of India’s expressways located in Uttar Pradesh
- Expanding four-lane and six-lane road networks
- Rapid development of metro projects
- New airports and rapid rail systems
- Inland waterway projects
He said these developments reflect the strength of the “double engine government” and have redefined Uttar Pradesh’s identity at the national level.
Leadership and Administrative Presence at the Event
The inauguration ceremony was attended by several senior dignitaries, including Cabinet Minister Suresh Khanna, Chief Secretary S.P. Goyal, and former chief secretaries including R. Ramani, Atul Gupta, Alok Ranjan, Anup Chandra Pandey, Durga Shankar Mishra, and Manoj Kumar Singh.
A large number of serving and retired administrative officers, along with trainee officers, were also present at the event.
