France Submits 114 Rafale Fighter Jet Proposal, India Begins Technical Review

France has submitted its detailed proposal for India's 114 Rafale fighter jet programme. The offer includes large-scale local manufacturing, technology cooperation, indigenous system integration and a major boost to India's defence manufacturing ecosystem.

New Delhi: 114 Rafale fighter jet deal has moved a major step forward after France submitted its detailed technical and commercial proposal to India. The proposal covers the government-to-government purchase of 114 Rafale multirole fighter aircraft for the Indian Air Force (IAF). A key highlight is the offer to manufacture most of the aircraft in India, supporting the country’s Make In India and defence self-reliance goals.

France has officially responded to India’s Letter of Request (LoR) issued in May 2026. The proposal has been submitted by Dassault Aviation through the government-to-government route. The offer is now under technical and commercial evaluation by India’s Ministry of Defence and the Indian Air Force before negotiations move to the next stage.

Most Aircraft To Be Built In India

One of the biggest features of the proposal is large-scale local manufacturing. According to the proposal, 94 of the 114 Rafale fighter jets would be produced in India with domestic industry participation. This is expected to strengthen India’s aerospace manufacturing ecosystem. French companies including Dassault Aviation, Safran, MBDA and Thales are expected to work with Indian industry partners for production and technology integration.

India is expected to closely examine the proposal’s plans for increasing indigenous content. Officials will also evaluate the integration of Indian-made systems, including variants of the Astra Beyond Visual Range (BVR) air-to-air missile, along with other locally developed technologies. This would improve self-reliance and reduce dependence on imported defence equipment.

The proposed acquisition is estimated to be worth around ₹3.25 lakh crore, making it one of India’s largest defence procurement programmes. The programme could generate business opportunities worth nearly ₹1.6 lakh crore for Indian companies involved in manufacturing, engineering, electronics and aerospace production.

Why India Needs More Rafale Fighter Jets

The Indian Air Force is facing a gradual decline in fighter squadron strength because older aircraft like the MiG-21 and other ageing Russian-origin fighters are being retired. The new Rafale fleet is expected to strengthen India’s air combat capability until more indigenous aircraft such as the LCA Mk1A and future LCA Mk2 enter large-scale service.

India currently operates 36 Rafale fighter aircraft in the Indian Air Force. It has also signed a separate contract for 26 Rafale Marine aircraft for the Indian Navy. If the proposed 114-aircraft deal is approved, India’s Rafale fleet will expand significantly and could eventually cross 200 aircraft after future naval acquisitions.

What Happens Next?

The proposal will now undergo detailed technical, operational and commercial evaluation by Indian authorities. If both sides agree on pricing, technology transfer, local manufacturing, indigenous weapon integration and contractual terms, the proposal will move toward final approval by the Cabinet Committee on Security (CCS) before the contract is signed.

Why This Deal Matters

The proposed Rafale programme is more than just a fighter aircraft purchase.

It aims to strengthen India’s air power, expand domestic defence manufacturing, create thousands of skilled jobs, encourage technology transfer and deepen the strategic defence partnership between India and France.

If approved, it would become one of the largest examples of defence industrial cooperation under the Make In India initiative.
