New Delhi: Delhi Chief Minister Rekha Gupta on Wednesday flagged off a specially wrapped Delhi Metro train from ITO Metro Station as part of the ongoing Seva Sankalp Abhiyan, turning the city’s public transport network into a platform for spreading awareness about government schemes.
The initiative involves five Metro trains with a total of 36 coaches carrying publicity material about various schemes and policy initiatives of the central and Delhi governments. The wrapped trains will operate on the Red, Yellow, Blue, Green and Violet lines, taking information to passengers across different parts of the capital.
The move is aimed at improving public awareness about welfare schemes and government initiatives, particularly among people who may be eligible for benefits but may not have easy access to information about them.
Five Metro Lines to Carry Government Scheme Messages
The specially branded coaches will run on five major Delhi Metro corridors, allowing the campaign to reach commuters during their daily journeys.
The trains will operate on:
- Red Line
- Yellow Line
- Blue Line
- Green Line
- Violet Line
Reports on the flag-off said the 36 coaches have been designed to display information about government schemes and initiatives. The campaign is intended to make such information more visible in everyday public spaces rather than limiting awareness efforts to government offices, camps or formal outreach programmes.
The Reuters Connect item from the event also identifies the train as showcasing schemes of both the central and Delhi governments.

Seva Sankalp Abhiyan Expands Its Public Outreach
The Metro initiative forms part of the wider Seva Sankalp Abhiyan, a month-long public-service and outreach campaign launched by the Delhi government on September 17.
The campaign includes activities such as blood donation drives, health camps, worker registration, cleanliness programmes and plantation activities. The government has also announced development projects worth around ₹13,820 crore for inauguration or foundation stone laying during the campaign.
The campaign is scheduled to continue through October 17. The Delhi government has said its objective is to connect public-service initiatives more directly with residents across the capital.
Against this backdrop, using the Metro network adds another layer to the outreach effort by placing information in a setting that residents already use regularly.
Why Metro Outreach Matters
Government schemes can offer financial, social or public-service benefits, but awareness remains an important part of their reach. Residents need to know what schemes are available, who qualifies and where they can obtain further information.
Metro coaches provide a particularly visible platform because passengers spend time inside the trains during their daily commute. Information displayed on the coaches can therefore introduce commuters to schemes that they may otherwise not encounter.
The approach also allows the government to reach people across multiple parts of Delhi without requiring them to attend a dedicated awareness event.
From Welfare Information to Wider Public Participation
The wrapped Metro trains are one of several public-facing initiatives being undertaken during the Seva Sankalp Abhiyan.
Earlier activities under the campaign included a large blood donation programme, the launch of Delhi’s organ donation portal and initiatives aimed at connecting workers with government services.
The Delhi government has also been organising development and civic works under the campaign. In Najafgarh, for instance, seven development works worth ₹25 crore were launched on September 22, while another 10 projects worth ₹33 crore were already underway in the constituency.
The broader campaign therefore combines welfare outreach, public participation and development-related activities.
Taking Government Information Closer to Citizens
The special Metro initiative reflects an effort to use an existing public network to improve awareness of government services. Instead of relying only on conventional publicity channels, the information will travel with commuters across five Metro lines.
For citizens, the usefulness of such outreach will ultimately depend on whether the information helps them identify schemes relevant to their circumstances and guides them towards the appropriate application or service channels.
The initiative adds a highly visible public-transport component to Delhi’s ongoing Seva Sankalp Abhiyan and places government scheme awareness directly into the daily commuting experience of residents.
