Delhi CM Rekha Gupta Welcomes Separate PWD Engineering Cadre, Says Development Will Gain New Momentum

Delhi PWD will get an independent engineering cadre after Centre approval, covering 3,214 posts across 36 categories. CM Rekha Gupta said the move will speed up infrastructure projects and strengthen project monitoring.

New Delhi: Delhi’s infrastructure development is set to receive a fresh push after the Centre approved the Delhi government’s proposal to create a separate engineering cadre for the Public Works Department (PWD).

Delhi Chief Minister Rekha Gupta on Thursday welcomed the decision and thanked Prime Minister Narendra Modi, saying the move addresses a demand that had remained pending for nearly three decades.

The creation of the Delhi PWD Engineering Cadre is expected to strengthen the department’s workforce, help fill vacant engineering positions faster and improve the monitoring of roads, bridges, public buildings and other infrastructure projects across the capital.

Three-Decade-Old Demand Gets Approval

According to Chief Minister Rekha Gupta, the demand for an independent engineering cadre in Delhi PWD had been pending for almost 30 years.

In a post on X, she said the Delhi government had taken the decision and moved the proposal forward, while the Centre’s approval has now cleared the way for establishing the separate cadre.

Gupta said the independent engineering structure can be created within about one and a half years.

She also said the move would allow vacant positions to be filled rapidly and strengthen the monitoring of public works. This, in turn, is expected to give greater momentum to the construction and development of roads, bridges and public buildings in Delhi.

The Chief Minister expressed gratitude to the Prime Minister for approving what she described as a long-pending requirement for the capital.

3,214 Engineering Posts to Come Under Delhi PWD

Under the approved proposal, 3,214 sanctioned engineering posts across 36 categories in the Delhi PWD will be separated from the Central Public Works Department (CPWD) cadre.

These posts will subsequently form part of an independent Delhi PWD Engineering Cadre.

The restructuring is significant because engineering personnel currently linked to the CPWD cadre will have a dedicated cadre aligned with the Delhi PWD’s functioning.

The government expects this to make the department more self-reliant and improve continuity in the planning, execution and supervision of public infrastructure projects.

The move also provides a clearer administrative framework for engineering officials working on Delhi government projects.

Major Infrastructure Projects in the Pipeline

The decision comes at a time when the Delhi government is preparing to undertake several major construction and development projects.

Among the proposed works are a new Secretariat and mini-secretariats in all 11 districts of Delhi. The government is also planning infrastructure-related works involving mandis, sports grounds and other public facilities.

Such projects require continuous engineering supervision, timely execution and coordination between different agencies.

The creation of a dedicated PWD engineering cadre is therefore expected to provide the department with greater institutional capacity as the government takes up these projects.

Focus on Accountability and Project Monitoring

The government has said that the move is not limited to changing the administrative structure of engineering posts.

A dedicated cadre is also expected to strengthen accountability and transparency in public works.

With engineering officials placed under the Delhi PWD’s independent cadre, their responsibilities and performance monitoring can be more closely linked to the Delhi government’s administrative system.

This could help establish clearer responsibility for different stages of infrastructure projects, from planning and design to construction and supervision.

Faster filling of vacancies is another expected benefit. Vacant technical positions can affect the pace at which projects are planned, monitored and completed. The new cadre is intended to address this manpower gap.

What the Separate PWD Cadre Means for Delhi

For Delhi, the decision comes with a broader focus on improving the delivery of public infrastructure.

A stronger engineering workforce can help the PWD manage a growing portfolio of projects while maintaining closer oversight of construction quality and timelines.

The Centre’s approval also gives the Delhi government the formal basis to proceed with establishing the independent engineering cadre.

The move is expected to make the Delhi PWD more self-reliant and provide greater continuity in infrastructure planning and execution.

As the capital prepares for new government buildings, public facilities, roads and other development works, the availability of a dedicated engineering structure could play an important role in ensuring that projects receive sustained technical supervision.

The proposed cadre, covering thousands of engineering positions, is therefore being viewed as an administrative reform with direct implications for the pace and management of Delhi’s infrastructure development.
