New Delhi: The Department of Personnel and Training (DoPT) has launched the implementation phase of Special Campaign 6, a month-long initiative aimed at ensuring the timely disposal of pending matters, improving cleanliness in government offices and promoting more efficient management of official resources.
The implementation phase began on October 2, coinciding with Swachh Bharat Diwas, and will continue until October 31. The launch followed the successful completion of the campaign’s preparatory phase, during which the department assessed pending cases, identified priority areas and prepared action plans for time-bound implementation.
Through the campaign, the DoPT aims to strengthen responsive governance, improve administrative efficiency and establish cleanliness, cyber security and good governance as integral parts of its institutional functioning.
Special Campaign 6 Focuses on Pendency Disposal and Administrative Efficiency
Special Campaign 6 is designed to improve the functioning of government offices through a coordinated effort to clear pending matters, strengthen records management and create cleaner, more organised workplaces.
The initiative focuses on several key areas, including cleanliness, efficient disposal of pending cases and references, digital governance, better workplace practices and the optimal use of official resources.
It also seeks to improve the overall work environment and administrative culture by encouraging government offices to adopt more systematic approaches to handling files, managing records and addressing matters requiring time-bound action.
The campaign is being undertaken across the Union Government, with the Department of Administrative Reforms and Public Grievances (DARPG) acting as the nodal department.

Implementation Phase Launched on October 2
The implementation phase of Special Campaign 6 was launched on October 2, marking the beginning of a month-long drive that will conclude on October 31.
The launch event was organised at Grih Kalyan Kendra in New Delhi, with the DoPT Secretary attending as the chief guest.
The timing of the launch, coinciding with Swachh Bharat Diwas, underlines the campaign’s emphasis on cleanliness, organised workplaces and the institutionalisation of better administrative practices.
During the implementation phase, the department and its associated offices are expected to carry out the activities outlined in their respective action plans, with a focus on achieving the identified targets within the stipulated period.
Preparatory Phase Identified Priority Matters for Disposal
Before the implementation phase, the DoPT conducted the preparatory exercise from September 16 to September 30.
During this period, the department undertook a detailed assessment of pending matters requiring time-bound action. These included VIP references, public grievances, parliamentary assurances and other pending cases.
According to the DoPT, the exercise helped identify priority areas and formulate targeted interventions to ensure the expeditious disposal of matters during the implementation phase.
The preparatory phase was carried out across the DoPT and its associated offices. The exercise was intended to provide a clear picture of existing pendencies and establish a structured approach for addressing them.
By assessing pending matters in advance, the department sought to ensure that the implementation phase would proceed with defined priorities and planned interventions rather than relying solely on routine administrative processes.
Action Plans Cover Cleanliness, Records Management and Office Space
As part of Special Campaign 6, the DoPT and its associated offices have finalised action plans covering multiple aspects of office management.
These plans include cleanliness drives, the disposal of pending matters, improved records management and the freeing up of office space across various locations.
The cleanliness initiatives are intended to create better-maintained workplaces, while the records management component focuses on more organised handling of official documents and files.
The campaign also seeks to free up space occupied by unnecessary or obsolete records and materials, helping offices establish more organised and productive working environments.
Together, these measures are intended to improve day-to-day administrative functioning while encouraging government offices to make better use of their available infrastructure and resources.
SCDPM 6 Portal to Monitor Campaign Progress
To facilitate monitoring and review, the DoPT has uploaded the requisite targets for Special Campaign 6 on the SCDPM 6 portal maintained by DARPG.
The portal will serve as a platform for monitoring the progress of campaign activities and reviewing performance against the targets set by the department and its associated offices.
The use of the portal is expected to support a more structured assessment of implementation, allowing progress across different activities to be tracked during the campaign period.
The monitoring mechanism is an important component of the initiative, as it links the targets identified during the preparatory phase with the activities undertaken during implementation.
iGOT Karmayogi and Competency-Linked Capacity Building
Special Campaign 6 also seeks to provide further impetus to competency-linked capacity building through the iGOT Karmayogi portal.
The initiative aims to complement improvements in physical workplaces and administrative processes with efforts to strengthen the capabilities of government personnel.
By promoting capacity building alongside cleanliness, pendency disposal and better records management, the campaign seeks to encourage a broader approach to improving public administration.
The DoPT has also highlighted transparency, accountability and good governance among the principles the campaign aims to reinforce. These objectives are intended to support more responsive administration and encourage sustained improvements in official working practices.
Campaign Seeks to Institutionalise Cleanliness and Good Governance
Beyond the immediate objective of disposing of pending matters by the end of October, Special Campaign 6 aims to make cleanliness, efficiency and better resource management an integral part of government functioning.
The focus on cyber security, digital governance, records management and capacity building extends the campaign beyond physical cleanliness to include administrative processes and institutional practices.
The implementation phase will continue until October 31, with progress monitored through the SCDPM 6 portal. The initiative is expected to contribute to cleaner and better-organised offices, more systematic handling of official matters and a more productive working environment across the DoPT and its associated offices.
