New Delhi: The Directorate of Enforcement (ED), Government of India, has issued two significant administrative orders effecting a large-scale reshuffle and posting of officers across its headquarters, zonal, and sub-zonal offices, alongside fresh appointments in the rank of Assistant Director. 

The orders—Order (Estt.) No. 06/2026 and Order (Estt.) No. 07/2026 – were issued from the ED Headquarters at Pravartan Bhawan, New Delhi, and came into force with immediate effect.

These changes reflect an ongoing effort by the Enforcement Directorate to strengthen operational efficiency, redistribute experience across regions, and ensure effective handling of legal, investigative, and administrative functions nationwide.

Order (Estt.) No. 06/2026: Large-Scale Transfers and Postings Across ED Offices

Under Order (Estt.) No. 06/2026, a total of 22 officers, ranging from Junior Deputy Enforcement (JDE) to Deputy Director (DD) and Assistant Director (AD), have been transferred and reposted. The order specifies that these postings will remain effective until further orders.

Key Changes at Headquarters and Legal Section

Swapan Bose (JDE) has been moved from OSD in Legal Section, Headquarters Office to JDE (ADJ.-3), Headquarters Office.

Rajiv Saxena (JDE) has been reassigned from JDE (ADJ.-3), Headquarters Office to OSD in Legal Section, Headquarters Office, indicating a rotation within key legal responsibilities.

Rajiv Kumar (DD) has been transferred from Srinagar Zonal Office to DD (SOD), Headquarters Office, strengthening central operational oversight.

Zonal-Level Transfers: North, East, West, and South India

A significant portion of the reshuffle involves inter-zonal movement of Deputy Directors, aimed at balancing leadership across regions:

  • Shashi Bhushan (DD) shifted within Lucknow Zonal Office from DD (LKZO-3) to DD (LKZO-1).
  • Pankaj Kumar Mishra (DD) moved from Ranchi Zonal Office to Lucknow Zonal Office as DD (LKZO-3).
  • Poonam Ushar J. (DD) transferred from Chennai Zonal Office-II to Ranchi Zonal Office as DD (RNZO-1).
  • Daspati Venkatasai Kishore (DD) moved from Guwahati Zonal Office-II to Chennai Zonal Office-II as DD (CEZO-II-3).
  • Hemant (DD) transferred from Raipur Zonal Office to Dehradun Sub Zonal Office as DD (DNSZO).
  • Shivam Sharma (DD) moved from Guwahati Zonal Office-I to Srinagar Zonal Office as DD (SRZO-1).

Assistant Director-Level Movements: Strategic Realignment

Several Assistant Directors have been reassigned to ensure smoother coordination across investigative and administrative units:

  • Dileep Mangawa (AD) shifted from Bengaluru Zonal Office to Chennai Zonal Office-II.
  • Naveen Jindal (AD) moved from Headquarters Office to Delhi Zonal Office-I.
  • Rahul Ranga (AD) reassigned within Delhi Zonal Office-I.
  • Asmita Pathak (AD) transferred from Delhi Zonal Office-I to Hyderabad Zonal Office.
  • Umesh Kumar Gandhi (AD) moved from Visakhapatnam Sub Zonal Office to Patna Zonal Office.
  • Gaurav Dabas (AD) transferred from Headquarters Office (Coordination) to Surat Sub Zonal Office.
  • Chandan Kumar (AD) moved from Bhopal Zonal Office to Kolkata Zonal Office-I.

Additional Headquarters and Sub-Zonal Reassignments

  • Vikas Khatri (AD) reposted within Headquarters Office from O/o SDE (HIU) to AD (STF-1).
  • Anil Lakra (AD), earlier attached as OSD with DD (Admin) at Headquarters, is now OSD to JDE (OSD), Legal Section, Headquarters.
  • Akhilesh Kumar Pipil (AD) transferred from Headquarters Office to Srinagar Zonal Office.
  • Sunil Kumar Sinhmar (AD) moved from Dimapur Sub Zonal Office to Headquarters Office.
  • Akhlesh Kumar Meena (AD) transferred from Hyderabad Zonal Office to Ahmedabad Zonal Office.
  • Arun Kumar Chhari (AD) moved from Ahmedabad Zonal Office to Nagpur Sub Zonal Office.

Order (Estt.) No. 07/2026: Fresh Assistant Director Appointments Following DoR Approval

In a separate but related development, the Enforcement Directorate issued Order (Estt.) No. 07/2026, implementing appointments approved by the Department of Revenue (DoR) vide order dated 26 December 2025.

The following officers have been appointed as Assistant Directors in ED, with postings effective from the date of assumption of charge:

  • Sushil Kumar Gupta – Posted to Visakhapatnam Sub Zonal Office as AD (VKSZO-1)
  • Durgesh Singh – Posted to Bengaluru Zonal Office as AD (BGZO-2)
  • Vikas Kumar Shukla – Posted to Shimla Sub Zonal Office as AD (SHSZO-2)
  • Ksh. Nobinchandra – Posted to Imphal Sub Zonal Office as AD (IMSZO)
  • Amit Kumar – Posted to Mumbai Zonal Office-II as AD (MBZO-II)
  • Dilip Arya – Posted to Bhopal Zonal Office as AD (BPZO)

Compliance Directions Issued to Cadre Controlling Authorities

The ED has directed all Cadre Controlling Authorities (CCAs) to:

  • Relieve the officers immediately to ensure timely reporting at new postings.

Forward essential documents including:

  • Relieving orders, cadre clearance, NOC, vigilance clearance to JDE (Estt. & Vig.), ED Headquarters, New Delhi.
  • Service books, LPCs, and pay-related documents to the concerned zonal or sub-zonal offices.

Strengthening ED’s Nationwide Operational Framework

This comprehensive reshuffle and fresh induction of Assistant Directors underscores the Enforcement Directorate’s strategic focus on organizational balance, regional strengthening, and effective deployment of manpower. The changes are expected to enhance coordination between headquarters and field formations, particularly in sensitive legal, investigation, and intelligence units.
