Y. S. Jagan Mohan Reddy-led Andhra Government issued orders for the creation of Eighty-Five (85) additional posts in cadres of Additional Secretary, Joint Secretary, Deputy Secretary, Assistant Secretary and Section Officers in various departments of State Secretariat under the control of Single Unit, General Administration Department, to help the state bureaucracy meet the objectives under its people welfare schemes ‘Navaratnalu’ and other new policy initiatives.
In a report submitted by the Andhra Pradesh Secretariat Association and the Andhra Pradesh Secretariat Officers Association, it was observed that, after the bifurcation of the State of Andhra Pradesh, the cadre strength of all cadres in the residuary Andhra Pradesh Secretariat was reduced by 42%, leading to overwhelming of the existing staff and processes. This move is expected to ease the workload of the current state bureaucracy enabling the implementation of more efficient and effective delivery processes mainly, benefiting departments like the Department of Skills Development and Training, Department of Gram Volunteers/Ward Volunteers & Village Secretariats/Ward Secretariats, Department of Economically Weaker Sections (EWS) Welfare, and new wings that were created without the sanction of any additional posts, as well as its newer welfare schemes initiated under Navaratnalu which focuses on very capital & people -intensive schemes like Naadu-Nedu in School Education & Government Hospitals, Medical and Health Sector, construction of Village & Ward Secretariats, Rythu Bharosa Kendras with Bulk Milk Cooling Units, YSR Health Clinics.
