New Delhi: The Delhi Cabinet has approved the draft Delhi Private Universities Bill, paving the way for the establishment and incorporation of private universities in the national capital. The proposed legislation aims to create a clear legal framework for setting up and operating private universities while improving higher education, research, innovation and academic infrastructure in Delhi.
The Bill will now be introduced in the Delhi Assembly for consideration and passage. Once enacted, it is expected to create more higher education options for students and facilitate the establishment of institutions with modern campuses and global academic standards.
Private Universities to Follow UGC Standards
Under the proposed legislation, the Delhi government will be able to permit the establishment of private universities through official notification.
All private universities will be required to comply with the standards and norms prescribed by the University Grants Commission (UGC) and other statutory regulatory authorities.
The universities will operate under a unitary model, meaning they will not be allowed to affiliate other colleges with them. However, institutions will be permitted to establish additional:
- Campuses
- Regional centres
- Study centres
This framework is aimed at providing flexibility while maintaining regulatory oversight.

25% Seats Reserved for Delhi Students
The proposed Bill gives specific importance to students from Delhi. It provides for 25% reservation of seats for Delhi students in each course, subject to the applicable reservation policy.
Private universities will also be required to ensure that their admission processes remain transparent and free from discrimination.
The provision is expected to improve access to new private higher education institutions for students residing in the national capital.
Foreign Institutions Can Establish Off-Campus Centres
The proposed legislation also seeks to create opportunities for reputed international academic institutions to establish a presence in Delhi.
Foreign institutions and their off-campus centres will be allowed to explore establishing operations in the capital under the proposed framework.
Considering Delhi’s limited availability of large land parcels, the Bill moves beyond the requirement of traditional large-scale campuses and allows more modern and flexible higher education models.
Delhi Private Universities Regulatory Authority Proposed
The Delhi government plans to establish a Delhi Private Universities Regulatory Authority to ensure transparency, accountability and quality in private universities.
The proposed authority will monitor areas including:
- Teaching and learning
- Research activities
- Admissions
- Examinations
- Student records
- Overall institutional performance
The authority will also have the power to issue corrective directions wherever necessary.
Expert Committee to Review University Proposals
Before a private university is established, its proposal will undergo scrutiny by an expert committee.
The committee will include representatives from:
- Senior government officials
- Academic institutions
- UGC
- Financial experts
A private university will be approved only after consideration of the committee’s recommendations.
The proposed universities will be self-financed and will not receive regular financial assistance from the Delhi government. However, they will be eligible to receive research grants for research projects.
Bill Aims to Promote Research and Innovation
The Delhi government said the proposed legislation is aligned with the objectives of the National Education Policy (NEP) 2020 and aims to strengthen Delhi’s position as a global education hub.
The government expects the new framework to create better opportunities for:
