Srinagar: Govind Jaiswal, a 2007-batch Indian Administrative Service (IAS) officer of the AGMUT cadre, has been appointed Principal Secretary to Jammu and Kashmir Lieutenant Governor Manoj Sinha. He has also been assigned additional charge as Chief Executive Officer (CEO) of the Shri Amarnathji Shrine Board.

The Jammu and Kashmir government’s General Administration Department issued the appointment order on October 15, 2026. Jaiswal, who had been awaiting a new assignment following his return from central deputation, will hold both responsibilities until further orders.

His appointment brings an officer with experience in the Union government and a notable personal journey into a key position in the Lieutenant Governor’s administration.

Before his latest appointment, he served as Joint Secretary in the Department of Higher Education under the Union Ministry of Education. Following his repatriation from central deputation, he was posted to the Jammu and Kashmir segment of the AGMUT cadre in October 2026.

His subsequent appointment as Principal Secretary to the Lieutenant Governor places him in a senior administrative role within the Union Territory’s governance structure. He will also oversee the responsibilities associated with the Shri Amarnathji Shrine Board as its CEO.

From Varanasi to the IAS: His Early Life

Jaiswal’s background has drawn attention because of the circumstances in which he pursued his education and prepared for the civil services examination.

According to reports, he grew up in Varanasi, where his father worked as a rickshaw puller. Despite the family’s limited financial means, Jaiswal pursued his education and worked towards entering the civil services.

His journey from a modest family background to the IAS has frequently been cited as an example of perseverance and educational achievement.

However, his career is not defined solely by his early circumstances. His subsequent assignments have included responsibilities in the Union government and, now, a senior position in the Jammu and Kashmir administration.

He pursued a Bachelor of Science (B.Sc.) degree in Mathematics from Veer Bahadur Singh Purvanchal University (VBSPU), Jaunpur, Uttar Pradesh, before going on to pursue a career in the civil services.

UPSC Achievement: Secured All India Rank 48

Jaiswal secured All India Rank 48 in the Union Public Service Commission’s Civil Services Examination, reportedly on his first attempt.

The achievement helped him enter the IAS and begin a career in public administration. The civil services examination is known for its extensive syllabus and competitive selection process, requiring candidates to demonstrate knowledge across a wide range of subjects as well as analytical and administrative aptitude.

His UPSC result remains a notable part of his public profile, particularly in accounts of his journey from Varanasi to the civil services.

From Central Deputation to Jammu and Kashmir

Before his latest posting, Jaiswal served as Joint Secretary in the Department of Higher Education, working within the Union government’s administrative framework.

His central deputation ended in October 2026, after which he was returned to his parent AGMUT cadre and assigned to the Jammu and Kashmir segment.

The General Administration Department subsequently appointed him Principal Secretary to Lieutenant Governor Manoj Sinha through Government Order No. 1649-JK(GAD) of 2026, dated October 15.

The order also assigned him additional charge as CEO of the Shri Amarnathji Shrine Board, alongside his other responsibilities, until further orders.

What Does the Principal Secretary to the Lieutenant Governor Do?

The Principal Secretary to the Lieutenant Governor is a senior administrative position supporting the functioning of the Lieutenant Governor’s office.

The role involves coordinating official business, facilitating communication with government departments and supporting administrative work connected with the Lieutenant Governor’s responsibilities.

Jaiswal’s appointment places him in a position that requires coordination across the Union Territory’s administrative machinery. The specific duties assigned to him will depend on the responsibilities and directions of the Lieutenant Governor’s office.

Additional Charge as CEO of Shri Amarnathji Shrine Board

Alongside his new position, Jaiswal has been entrusted with the additional charge of CEO of the Shri Amarnathji Shrine Board (SASB).

The Board is responsible for the administration and management of the annual Shri Amarnathji pilgrimage, including arrangements connected with facilities and services for pilgrims.

Jaiswal will hold this additional responsibility alongside his duties as Principal Secretary to the Lieutenant Governor until further orders, as specified in the government notification.

A New Assignment in the AGMUT Cadre

Jaiswal’s appointment marks his latest assignment after serving in the Union government’s Department of Higher Education.

His career has taken him from the civil services examination to responsibilities at the central level and now to the Lieutenant Governor’s office in Jammu and Kashmir.

As he takes charge of his new responsibilities, his administrative experience will form part of the background to his work in the Union Territory’s governance system.
