Gujarat: Gujarat State Fertilizers & Chemicals Limited (GSFC) has issued a postal ballot notice seeking shareholder approval for the appointment of two senior IAS officers to its Board. The resolutions propose the appointment of Dr. Rajender Kumar, IAS as Managing Director and Director, and Mr. Ashwani Kumar, IAS as Director of the company.

Dr. Rajender Kumar, IAS (DIN: 07161855) was appointed as Additional Director and Managing Director of GSFC effective January 3, 2026, following the Government of Gujarat’s order. The Board of Directors approved his appointment based on the Nomination and Remuneration Committee’s recommendation.

    • District Administration: Served as DDO, Collector & DM of key districts, improving public service, health, education, and disaster management
    • Government of India (2016-2021): Director in PMO, worked on Swachh Bharat, Smart Cities, PMAY, Ayushman Bharat, National Education Policy 2020, and pandemic response
    • International (2021-2024): Advisor to the World Bank Executive Director, GEF Council member, representing India, Bangladesh, Bhutan, and Sri Lanka
  • Current Positions: Secretary to Government of Gujarat (Tourism, Civil Aviation, Pavitra Yatradham Vikas Board) and Commissioner of Transport
  • Other Directorships: Gujarat State Road Transport Corporation
  • GSFC Committee Roles: Chairman of CSR Committee & Risk Management Committee, Member of Stakeholders’ Relationship Committee

  • Qualification: B.Tech in Chemical Engineering (IIT Kanpur), Master’s in Public Services, Policy & Management (King’s College, London), 1997-batch IAS, Gujarat Cadre
  • Experience: Over 25 years in public administration and governance, including roles in urban development, housing, infrastructure, and energy policy
  • Current Role: Principal Secretary, Energy and Petrochemicals Department, Gujarat
  • Other Directorships: Gujarat State Petroleum Corporation, Gujarat Urja Vikas Nigam, Gujarat Power Corporation, Gujarat Energy Transmission Corporation, Gujarat Gas, Gujarat Narmada Valley Fertilizers & Chemicals
  • GSFC Committee Membership: Nomination & Remuneration Committee
  • Tenure & Remuneration: Non-Executive, Non-Independent Director, liable to retire by rotation; entitled to sitting fees and out-of-pocket expenses only

Regulatory Compliance and Shareholder Approval

As per SEBI Listing Regulations (Regulation 17(1C)), shareholder approval is required for these appointments within three months of the officer’s appointment.
