Punjab CM Bhagwant Mann Declares Sports as Key Weapon Against Drugs at Kila Raipur Rural Olympics 2026

Ludhiana: Punjab Chief Minister Bhagwant Singh Mann reaffirmed his commitment to combating the drug menace in the state through the power of sports during his address at the Kila Raipur Rural Olympics. The event, which showcases Punjab’s rural heritage and sporting prowess, saw the CM announce a significant increase in the budget for sports and the construction of stadiums in every village across the state.

Sports: The Biggest Weapon Against Drugs

Speaking at the event, CM Bhagwant Mann emphasized that sports are the most effective tool to fight drug addiction, which has been a persistent challenge in the state. He stressed that the government’s upcoming budget would allocate more funds to sports, directing the energy of Punjab’s youth towards positive and productive activities.

“The government is committed to turning the energy of the youth in a constructive direction, and sports will play a key role in this,” said Mann. He further added that traditional games like bullock cart races, which were banned by previous administrations, have been reinstated following legal amendments, symbolizing the revival of Punjab’s cultural heritage.

Enhancing Sports Infrastructure in Every Village

As part of the New Sports Policy 2023, CM Mann announced plans to build stadiums in every village across Punjab, aiming to make sports more accessible to the youth in rural areas. He also revealed that the Kila Raipur stadium would undergo significant development, with an eight-acre pond to be beautified and a modern library set to be constructed in the village.

“With these developments, we are not just promoting sports, but also preserving and nurturing our rich cultural heritage,” Mann added, highlighting how sports and culture are intertwined in Punjab.

Revival of Bullock Cart Races and Cultural Heritage

In a historic move, the Punjab government amended the Prevention of Cruelty to Animals Act, 2025, which paved the way for the revival of bullock cart races at Kila Raipur, a popular rural tradition. These races were banned for over a decade but have now returned as part of the state’s commitment to preserving its agricultural and rural traditions.

“These races are more than just a sport—they are part of Punjab’s cultural fabric, connecting our past with the present,” said Mann, as he emphasized the importance of such events in strengthening community bonds and showcasing rural heritage.

Strengthening the Fight Against Drugs

The Punjab government has launched a “War Against Drugs” initiative, with sports as one of the key pillars of the strategy. CM Mann pointed out that the ongoing emphasis on sports in schools and villages is designed to channel the energy of the youth into something positive, moving away from destructive behaviors like drug abuse.

“Sports provide an outlet for young people to express themselves and achieve greatness. When our children are on the field, fighting for medals, they won’t have the time or inclination for drugs,” said Mann, stressing the need for collective action to make Punjab drug-free.

Historic Kila Raipur Rural Olympics: A Showcase of Heritage

The Kila Raipur Rural Olympics have become an iconic event, often referred to as Mini Olympics, and attract thousands of spectators from across India. This year’s event marked the return of bullock cart races after a 12-year hiatus, a highlight that was met with widespread excitement.

The CM celebrated the historical significance of these games, recalling how Kila Raipur has been a platform for showcasing Punjabi talent for decades. Legendary athletes like Milkha Singh, Makhhan Singh, and Prithipal Singh have graced the grounds, contributing to Punjab’s rich sporting legacy.

“The Kila Raipur Olympics are not just about sports; they are about preserving and celebrating our history and culture,” said CM Mann.

Development Projects Announced for Kila Raipur Village

As part of his commitment to the region’s development, CM Bhagwant Mann announced several key initiatives for Kila Raipur village, including:

  • 1.5 Crore INR for the widening of the village road.
  • 95 Lakh INR for the development of the village pond under a sewage model.
  • 10 Lakh INR to upgrade the village library.
  • 2 Crore INR for the construction of a six-a-side hockey astro-turf.
  • Floodlights for the stadium to enhance night-time events.

Health Insurance Scheme for Every Family in Punjab

In a significant step towards improving the healthcare system, the Punjab government is rolling out a Health Insurance Scheme that will provide 10 lakh INR worth of cashless treatment for every family in the state. CM Mann called this the state’s largest healthcare reform, which is expected to benefit approximately 65 lakh families.

“This is the Punjab government’s commitment to ensuring that every family has access to world-class healthcare without any financial burden,” Mann said.

A Call for Unity and Development

CM Mann also appealed to the residents of Kila Raipur to put aside political differences and work together for the development of their village. He praised the community for coming together to preserve and promote the village’s sporting heritage.

The State’s Commitment to National Heroes

During his address, CM Mann highlighted the Punjab government’s demand to rename the Halwara Airport after the martyr Shaheed Kartar Singh Sarabha, who sacrificed his life for the country’s freedom at the young age of 19. “This would be a fitting tribute to a great hero who gave his life for India’s independence,” said Mann, reaffirming the state government’s commitment to preserving the legacy of its national heroes.
