Gandhinagar: The Gujarat Government has operationalised a statewide GPU-as-a-Service (GPUaaS) framework to provide government departments, public institutions and select artificial intelligence startups access to shared high-performance computing resources.
The framework, effective immediately, is part of the infrastructure pillar of Gujarat’s six-part AI Action Plan. Gujarat Informatics Limited (GIL) will manage the centralised GPU infrastructure, including its provisioning, operation, monitoring and administration.

The new GPUaaS framework has been introduced under the Infrastructure pillar.
The state government has said the framework will provide a common computing resource for approved AI and data-driven projects instead of requiring individual departments to establish separate high-performance computing infrastructure.
GIL to Manage Centralised GPU Infrastructure
Under the framework, GIL will oversee the provisioning and management of GPU resources. Allocation will take place through a centralised mechanism, taking into account factors such as technical feasibility, resource availability, approved use cases, priority of requirements and applicable government policies.
Government departments, government institutions, boards and corporations, autonomous institutions and other organisations approved by the Science and Technology Department can access the facility for approved projects.
Government Bodies to Get 100% Subsidised Access
Eligible state government departments, government institutions and government educational institutions will receive access to the GPU infrastructure on a 100% subsidised basis.
The same subsidy will apply to the production rollout of AI use cases developed by startups selected through the AI Innovation Challenge at the AI Centre of Excellence (AI CoE).
Other startups may also receive access, subject to GPU availability and the terms of the approved framework. Such startups will have to bear the actual GPU service cost as well as the applicable GIL consultancy fee.
7% Consultancy Fee for GIL
The framework provides for GIL to receive a 7% consultancy fee on the actual cost of GPU services procured from a Cloud Service Provider empanelled by IndiaAI.
GIL will also be responsible for operational, technical and administrative coordination, monitoring, financial management and governance support related to the GPUaaS ecosystem.
Security and Responsible AI Use
Organisations using the facility will be required to use the GPU resources only for approved purposes and comply with applicable government requirements concerning information security, data privacy, cybersecurity and responsible AI use.
GIL will issue detailed guidelines, with approval from the Science and Technology Department, covering eligibility, application procedures, allocation, operational requirements, charging and monitoring.
The framework provides Gujarat with a centralised mechanism for allocating GPU computing capacity to approved government and AI projects across the state.
