New Delhi: Hindustan Aeronautics Limited (HAL) and SkyPulse Solutions IFSC Private Limited have signed a Memorandum of Understanding (MoU) for a proposed 30-helicopter programme estimated at ₹2,491 crore. The collaboration aims to establish a framework for the acquisition, financing, leasing, deployment and lifecycle support of HAL-manufactured helicopters in India.
The proposed programme is expected to combine HAL’s indigenous helicopter manufacturing and engineering capabilities with SkyPulse’s aviation leasing and financing platform based in GIFT City IFSC.
Proposed 30-Helicopter Programme
Under the proposed arrangement, SkyPulse intends to acquire up to 30 HAL-manufactured helicopters in phases. The programme will include a combination of twin-engine and single-engine helicopters, with the final model mix to be determined based on operational requirements, technical suitability and commercial considerations.
The programme envisages:
- Up to 30 helicopters to be acquired in phases.
- Initial phase: 10 helicopters during 2027–2029.
- Second phase: 20 additional helicopters from 2030 onwards.
- Initial induction: Planned during FY 2027–28.
- Subsequent deliveries will be undertaken based on production availability, financing closure, customer demand, certification, regulatory approvals and mission requirements.
The proposed procurement remains subject to technical, commercial and financial evaluation, applicable regulatory and internal approvals, financing arrangements and execution of definitive agreements.

Leasing and Financing Through GIFT City IFSC
The MoU provides a framework to explore different aviation financing and leasing structures through GIFT City International Financial Services Centre (IFSC).
The potential structures include:
- Finance leases
- Operating leases
- Direct purchases
- Sale-and-leaseback arrangements
- Other structured financing solutions
The proposed model is aimed at making Indian-manufactured helicopters more accessible to operators across multiple civil aviation and public-service segments.
Potential applications include:
- Emergency medical services and HEMS
- Disaster response
- Search and rescue operations
- Regional passenger connectivity
- Tourism and pilgrimage
- Government aviation
- Infrastructure-related operations
- Corporate mobility
- Charter services
- Regional routes under UDAN
Integrated Lifecycle Support, Maintenance and Training
The collaboration also envisages an integrated lifecycle-support ecosystem for the helicopters. This is expected to cover spare parts, maintenance, engineering support and training. The proposed ecosystem could help operators access the technical and maintenance capabilities required throughout the operating life of the aircraft while supporting the development of India’s helicopter MRO and engineering ecosystem.
HAL and SkyPulse may also establish a Joint Working Group to evaluate technical, commercial, financing and implementation requirements associated with the programme.
30-Helicopter Programme to Support Employment
According to SkyPulse, the proposed deployment of 30 helicopters could generate employment and training opportunities across helicopter operations, engineering, maintenance and MRO.
The company estimates that the programme could support:
- 450 direct high-skilled aviation positions
- 1,350 direct job-years across the rollout period
- 2,745 economy-wide jobs
- 8,235 total job-years across the national economy
The employment impact is expected to extend beyond aircraft acquisition to areas such as maintenance, engineering, training, aviation services and supporting supply chains.
The helicopters could also serve specialised civil aviation requirements, including corporate mobility, pilgrimage transport, regional connectivity, life-saving HEMS missions and tourism.
HAL and SkyPulse on the Collaboration
Commenting on the MoU, Gagan Jacobs, Director, SkyPulse Solutions IFSC Private Limited, said the collaboration aims to build a commercially sustainable civil helicopter ecosystem in India by combining HAL’s indigenous helicopter capabilities with SkyPulse’s leasing and financing platform at GIFT City. Jacobs said the proposed programme could generate economic activity beyond aircraft acquisition by supporting skilled employment, training, maintenance, engineering and other aviation services.
Raju Ranjan Thakur, General Manager (Marketing), Hindustan Aeronautics Limited, said the cooperation provides a framework to explore new leasing, financing and mission-support solutions for HAL’s helicopter platforms. According to Thakur, the collaboration could facilitate wider deployment of HAL helicopters across commercial, governmental and public-service applications while strengthening lifecycle support, training and MRO capabilities.
Focus on India’s Civil Helicopter Ecosystem
The MoU reflects the two organisations’ objective of strengthening India’s civil helicopter ecosystem through indigenous manufacturing, innovative financing and leasing solutions, lifecycle support and skills development.
By combining helicopter manufacturing with financing, asset management, MRO and mission-support capabilities, the proposed programme seeks to create a scalable framework for the deployment of Indian-manufactured helicopters across different sectors.
However, the MoU represents a framework for cooperation and records the present intentions of HAL and SkyPulse. Specific procurement, leasing, financing, maintenance and mission-support arrangements will depend on further technical, commercial and financial evaluations, regulatory and internal approvals, financing arrangements and mutually acceptable definitive agreements.
