Punjab Reshuffles Amritsar Police: IPS Harmanbir Singh New Police Commissioner, Gurpreet Bhullar Sent to DGP Office

Punjab government has given 2010-batch IPS officer Harmanbir Singh additional charge of Commissioner of Police, Amritsar, while Gurpreet Singh Bhullar has been directed to report to the DGP office.

Chandigarh: The Punjab government has ordered a significant change in the leadership of the Amritsar Police Commissionerate, assigning 2010-batch IPS officer Harmanbir Singh the additional charge of Commissioner of Police, Amritsar.

Harmanbir Singh will continue to serve as Deputy Inspector General (DIG), Border Range, Amritsar, while additionally taking charge of the city’s police commissionerate with immediate effect.

The government has also directed incumbent Police Commissioner Gurpreet Singh Bhullar to report to the office of the Director General of Police (DGP), Punjab, until further orders. His next posting will be announced separately.

The Home Affairs Department said the changes have been made on administrative grounds and will take effect immediately.

Harmanbir Singh Gets Additional Charge of Amritsar Police Commissioner

According to the government order, Harmanbir Singh will hold the additional responsibility of Commissioner of Police, Amritsar, while retaining his existing assignment as DIG, Border Range, Amritsar.

The arrangement puts the senior IPS officer in charge of both the Amritsar Commissionerate and the Border Range, giving him responsibility over policing in a strategically important part of Punjab.

He replaces Gurpreet Singh Bhullar, who had been holding the additional charge of Commissioner of Police, Amritsar.

The government has not announced a permanent replacement for the CP post. Harmanbir Singh will continue with the additional charge until further orders.

Gurpreet Singh Bhullar Sent to DGP Office

As part of the same order, Gurpreet Singh Bhullar (2004 batch) has been relieved of his responsibility as Police Commissioner, Amritsar.

He has been directed to report to the DGP office and will remain there until further instructions.

The government has not specified Bhullar’s next assignment. A separate order is expected to announce his future posting.

Who Is IPS Harmanbir Singh?

Harmanbir Singh Gill is a 2010-batch Indian Police Service officer of the Punjab cadre. He has held several important field and range-level assignments during his career, including postings as SSP, DIG and senior police administrator in Punjab.

Before taking charge of Amritsar Police, he was serving as DIG, Border Range, Amritsar, a position to which he was posted in June 2026.

His career has included assignments in both district policing and senior range-level command, giving him extensive experience in handling law-and-order and security challenges across Punjab.

Career Across Key Punjab Police Assignments

Harmanbir Singh began his policing career with field assignments and subsequently served as Deputy Superintendent of Police in Zirakpur.

He later served as Senior Superintendent of Police (SSP) in several districts, including Fazilka, Sri Muktsar Sahib and Shaheed Bhagat Singh Nagar.

As his career progressed, he moved into senior range-level assignments. He served as DIG, Ferozepur Range, and subsequently as DIG, Jalandhar Range.

He has also served as Joint Director at the Maharaja Ranjit Singh Punjab Police Academy (MRS PPA), Phillaur, and as DIG, Punjab Armed Police (PAP), Jalandhar.

In June 2026, he was posted as DIG, Border Range, Amritsar.

Just over a month later, he has now been entrusted with the additional responsibility of heading the Amritsar Police Commissionerate.

Focus on Border Security and Cross-Border Smuggling

Harmanbir Singh’s present assignment is particularly significant because the Amritsar region falls within Punjab’s sensitive border belt.

As DIG, Border Range, he has been associated with policing efforts focused on cross-border smuggling of narcotics and weapons, including the use of drones along the India-Pakistan border.

Counter-drone measures, intelligence gathering and coordination between state and central agencies have remained important elements of the policing strategy in the border region.

His additional charge as CP Amritsar is therefore expected to bring together his experience in border policing and city law-and-order management.

Crackdown on Gangsters and Organised Crime

Harmanbir Singh has also maintained a focus on organised crime and gangster networks.

His policing approach has involved targeting criminal syndicates, extortion networks and their local support structures.

He has also been known for emphasising discipline within the police force, including surprise inspections and action against personnel found negligent in their duties.

These priorities are likely to remain relevant as he takes charge of the Amritsar Commissionerate.

Personal Background

Harmanbir Singh is associated with Amritsar and holds a Bachelor of Arts (B.A.) degree.

He is also the brother of Jasbir Singh Gill, popularly known as Dimpa Gill, a prominent Punjab Congress leader and former Member of Parliament.

His career in the Punjab Police has taken him through several important districts, ranges and specialised police institutions before his current assignment in Amritsar.

Immediate Administrative Change in Amritsar

The latest order represents a notable change in the leadership of the Amritsar Police Commissionerate.

While Harmanbir Singh will continue as DIG, Border Range, he will now additionally oversee the Commissionerate as CP Amritsar.

At the same time, Gurpreet Singh Bhullar has been moved out of the CP assignment and directed to report to the DGP office.

The government has made clear that the arrangement is effective immediately, while Bhullar’s next posting and any permanent appointment to the Amritsar CP position will be communicated through subsequent orders.
