Shimla: Speculation is intensifying over the appointment of the next Chief Secretary of Himachal Pradesh as the incumbent, Sanjay Gupta (IAS: 1988: HP cadre), is set to retire on May 31, 2026. With the possibility of an extension appearing remote, the Congress-led state government is preparing to name a new Chief Secretary.

Gupta was appointed as officiating Chief Secretary on October 1, 2025, following the retirement of Prabodh Saxena (IAS: 1990: HP). Despite being the senior-most officer in the cadre, Gupta had earlier been overlooked for the permanent top post, adding to the uncertainty surrounding the succession.

Top Contenders for Himachal Pradesh Chief Secretary

Several senior IAS officers are being considered for the state’s top bureaucratic position. The leading names include:

  • K K Pant (IAS: 1993: HP cadre) – Seen as a strong frontrunner, Pant has a long service tenure remaining until December 2030, making him a stable administrative choice.
  • Anuradha Thakur (IAS: 1994: HP cadre) – Considered highly experienced, though reports suggest she may prefer to continue her posting at the Centre.
  • Onkar Sharma (IAS: 1994: HP cadre) – Also in contention and viewed as a serious candidate within administrative circles.

Officials familiar with the matter suggest that the final decision will balance seniority, administrative experience, and central deputation preferences.

Unusual Administrative Arrangement for Sanjay Gupta

Earlier developments in the state’s bureaucracy saw an unusual administrative arrangement involving Sanjay Gupta. On September 30, 2025, the Himachal Pradesh government issued an order transferring the senior-most IAS officer and assigning him a special position equivalent to the Chief Secretary’s rank.

According to the order, Gupta was to function:

“Under the overall administrative control and supervision of the Hon’ble Chief Minister and shall be equivalent in rank, status and responsibility to the post of Chief Secretary to the Government of Himachal Pradesh.”

This arrangement was seen as a stopgap measure to address administrative uncertainty over the Chief Secretary post.
