Indian Masterminds Stories

Chennai: Senior IAS officer Jayashree Muralidharan, a 2002-batch officer of the Tamil Nadu cadre and widely regarded as a trusted aide of former Chief Minister J. Jayalalithaa, has opted for the Voluntary Retirement Scheme (VRS), months ahead of her scheduled superannuation.

Currently serving as Principal Secretary to the Social Welfare and Women Empowerment Department, Jayashree is set to be relieved from service on April 30, bringing an early end to a distinguished bureaucratic career spanning over two decades.

Early Exit Despite Nine Months Left in Service

Jayashree had originally been due to retire in January 2027. However, she applied for VRS on January 30, choosing to step down nearly nine months before completing her tenure.

Sources indicate that she is likely to transition to the private sector following her retirement, with reports suggesting a possible role with the TVS Group.

During Jayalalithaa’s tenure, she served as Additional Secretary to the Chief Minister, a role that placed her in the inner circle of governance. Her proximity to the top leadership was particularly evident during her tenure as District Collector of Tiruchy between 2011 and 2014.

At the time, Jayalalithaa represented the Srirangam constituency, which falls under Tiruchy district, leading to frequent official interactions and strengthening their professional rapport.

Key Administrative Roles Across Departments

Over the years, Jayashree has held several important positions in the Tamil Nadu government, reflecting her administrative versatility:

  • Principal Secretary, Social Welfare and Women Empowerment Department
  • Secretary, Welfare of Differently Abled Persons Department
  • Managing Director, Tamil Nadu Industrial Development Corporation (TIDCO)
  • Registrar of Cooperative Societies
  • Joint Chief Electoral Officer
  • Additional Secretary to the Chief Minister

She also served as Additional Director (Nominee Director) for TIDCO in November 2022.

Role in Welfare Schemes and Governance

As the top official in the Social Welfare Department, Jayashree played a crucial role in implementing key flagship schemes, including the Kalaignar Magalir Urimai Thogai (KMUT) scheme, aimed at supporting women’s welfare.

Her work in social development, women empowerment, and administrative reforms has been widely acknowledged within bureaucratic circles.

Educational Background and Expertise

Born on January 24, 1967, Jayashree Muralidharan holds a Master’s degree (M.Sc.) and is proficient in both English and Tamil.

Her areas of expertise include:

  • Staff administration
  • Home department functioning
  • Women and child development
  • Social welfare governance

A Career Spanning Over Two Decades

With more than 20 years in public service, Jayashree’s career reflects a blend of field administration and high-level policymaking. From serving as District Collector to holding key सचिवालय roles, she has been part of several important governance initiatives in Tamil Nadu.

Her decision to opt for VRS marks the conclusion of a significant bureaucratic journey and signals a shift toward new opportunities beyond government service.
