Bhopal/Jabalpur: A fresh confrontation between a Cabinet Minister and a senior IAS officer in Madhya Pradesh has escalated to the highest levels of the state administration, raising serious questions about governance, administrative discipline, and the balance of power between elected representatives and civil servants.
The latest controversy, emerging from Jabalpur, involves Cabinet Minister Rakesh Singh, IAS officer Arvind Shah—currently serving as CEO of Smart City Jabalpur—and a female employee whose complaint has now reached Chief Minister Mohan Yadav and Chief Secretary Anurag Jain.
Salary Dispute Turns Into Major Controversy
The issue reportedly began as a routine salary dispute. A woman employee, Dilpreet Bhalla, associated with Smart City Jabalpur, alleged that her salary had been withheld for a prolonged period.
According to her formal complaint and affidavit submitted to the Chief Minister and Chief Secretary, when she approached CEO Arvind Shah for resolution, she was allegedly subjected to rude and derogatory behaviour.
Bhalla has accused Shah of using insulting language and humiliating her, leading to significant mental distress.

Allegations Escalate After Minister’s Intervention
The matter took a serious turn when the employee reportedly approached Minister Rakesh Singh for assistance. Following this, the complaint alleges that Shah became more aggressive.
One of the most controversial claims in the complaint is that Shah allegedly asserted his authority by stating that he became an IAS officer on merit and does not take instructions from ministers. He is also alleged to have challenged the complainant to escalate the matter further if she wished.
Community Body Steps In
The controversy deepened after the Sikh Gurudwara Management Committee became involved. The complainant reportedly approached the committee, which raised concerns over the alleged mistreatment of a woman employee and called for appropriate action.
Silence from IAS Officer, Matter Under Review
IAS officer Arvind Shah has so far refrained from making detailed public statements. Sources indicate that he has presented his version before the relevant administrative association.
With the matter now before the Chief Minister and Chief Secretary, further administrative or disciplinary action is awaited.
