Jaipur: In a swift and unusual administrative move, the Rajasthan government has placed IAS officer Lalit Goel under Awaiting Posting Orders (APO), removing him from his position as Secretary of the Urban Improvement Trust (UIT), Bhilwara. The decision, executed even on a public holiday, underscores the seriousness of the allegations that have surrounded the young officer in recent months.

The Department of Personnel (DoP) issued the order on Sunday, ensuring immediate compliance by opening its office and relieving Goel without delay. The urgency of the action has drawn significant attention within administrative circles.

Sudden Action Signals Serious Concerns

Lalit Goel, a 2019-batch IAS officer of the Rajasthan cadre, had been serving as UIT Secretary in Bhilwara since March 2024. His abrupt removal comes amid mounting allegations of irregularities and administrative misconduct.

Being placed under APO is not a routine administrative adjustment. In the IAS framework, such a move is often seen as a serious disciplinary signal, especially when linked to complaints or ongoing inquiries. It not only halts an officer’s active posting but can also adversely impact their service record and future career trajectory.

Plot Allotment Controversy Sparks Scrutiny

The first major controversy involving Goel surfaced in December 2025, when allegations of large-scale irregularities emerged in the allotment of residential plots through a lottery system.

The case reportedly involved manipulation in the allocation process, raising concerns about transparency and fairness. The issue escalated further when it came under judicial scrutiny, and in March 2026, the High Court stayed the lottery process related to the allotment of 3,081 residential plots.

These developments significantly intensified pressure on the administration to take action.

Nehru Vihar Land Diversion Case Adds to Trouble

Adding to the gravity of the situation, another controversy surfaced around the Nehru Vihar Project. In this case, approximately 8,306 square metres of land earmarked for a specific project was allegedly diverted to another party instead of being handed over to the designated contractor.

The allegations of collusion and procedural violations in this matter deepened concerns about governance lapses under Goel’s tenure. With multiple red flags emerging, the state government took a serious view, culminating in the APO order.

Questions Raised Over Delay in Action

Interestingly, despite the seriousness of the allegations, Goel’s name had not appeared in any of the four recent IAS transfer lists issued by the Rajasthan government. This had raised eyebrows within bureaucratic circles, with many questioning the delay in taking decisive action.

However, the latest move to place him under APO instead of merely transferring him indicates a shift toward stricter administrative accountability.

Profile: A Setback for a Young Officer

At just around seven years into service, Lalit Goel’s career has hit a significant roadblock. Born on May 22, 1992, Goel belongs to the 2019 batch of the Indian Administrative Service and is part of the Rajasthan cadre.

He holds a Bachelor of Engineering degree in Electronics and Telecom Engineering from Delhi University (Netaji Subhas Institute of Technology). He also has a background in public management, reflecting his academic inclination toward governance and administration.

Goel began his administrative journey with postings as Sub-Divisional Officer (SDO) and Sub-Divisional Magistrate (SDM) in Bundi before being appointed as Secretary of the UIT in Bhilwara in March 2024.

Administrative Career and Profile

Throughout his relatively short career, Goel has been considered part of a new generation of civil servants entrusted with managing urban governance and public administration challenges.

However, his tenure in Bhilwara has now become a subject of scrutiny due to repeated controversies, including:

  • Alleged irregularities in plot allotment lotteries
  • High Court intervention in the e-lottery process
  • Land diversion allegations in the Nehru Vihar Project
  • Questions of administrative transparency and accountability

Implications of APO in IAS Service

Placement under APO is widely regarded as a serious administrative measure. It often reflects that the government is either examining the officer’s conduct or awaiting further inquiry outcomes before assigning a new role.
