Patna: The Bihar government on Friday carried out another major bureaucratic reshuffle involving several senior Indian Administrative Service (IAS) officers, assigning new responsibilities and additional charges across key departments.
The notification issued by the General Administration Department under the leadership of Chief Minister Samrat Choudhary includes appointments in the Governor’s Secretariat, Home Department, Vigilance Department, Cabinet Secretariat, Finance Department, Revenue and Land Reforms Department, and Bihar State Housing Board.
Officials said the reshuffle is aimed at strengthening governance, improving departmental coordination, and accelerating administrative efficiency across the state.
Deepak Kumar Singh Appointed Principal Secretary to Governor
Senior IAS officer Deepak Kumar Singh (IAS:1992:BH), currently serving as Director General-cum-Chief Inquiry Commissioner in the General Administration Department, has been appointed as Principal Secretary to the Governor.
He will continue to hold the additional charge of Director General-cum-Chief Inquiry Commissioner.
Meanwhile, Gopal Meena has been appointed as Secretary to the Governor.
B. Rajender Gets Vigilance Charge
Senior IAS officer B. Rajender (IAS:1995:BH), presently serving as Additional Chief Secretary of the General Administration Department, has been assigned the additional charge of the Vigilance Department.
In another key move, Arvind Kumar Chaudhary (IAS:1995:BH) has been transferred from the Home Department and posted as Additional Chief Secretary of the Cabinet Secretariat Department.
He has also been given additional charge as Controller of Examinations of the Bihar Combined Entrance Competitive Examination Board and Chairman of the Bihar Staff Selection Commission.
Kundan Kumar Given Additional Charge of Home Department
Kundan Kumar (IAS:2004:BH), currently Secretary of the Industries Department, has been entrusted with additional charge as Secretary of the Home Department.
He will continue handling responsibilities related to Bihar Foundation, BIADA and the Infrastructure Development Authority.
Meanwhile, Sanjay Kumar Singh (IAS:2007:BH), Secretary of the Finance Department, has been relieved of the additional charge of Inquiry Commissioner in the General Administration Department.
Revenue and Land Reforms Department Sees Changes
Seema Tripathi (IAS:2009:BH), currently serving as Secretary of the Bihar Human Rights Commission, Patna, has been assigned additional charge as Secretary of the Revenue and Land Reforms Department.
Inayat Khan (IAS:2012:BH), Managing Director of Bihar State Educational Infrastructure Development Corporation Limited, has been given additional charge as Special Secretary in the Revenue and Land Reforms Department.
Bihar State Housing Board and Finance Department Get New Officers
Nilesh Ramchandra Deore (IAS:2011:BH), previously serving as Special Secretary in the Civil Aviation Department, has been appointed Managing Director of the Bihar State Housing Board.
Rajiv Kumar Srivastava (IAS:2013:BH), earlier Managing Director of the Bihar State Housing Board, has now been posted as Additional Secretary in the Finance Department.
Additionally, Arvind Kumar Verma (IAS:2012:BH), currently Special Secretary in the Cabinet Secretariat Department, has been assigned additional charge as Special Secretary in the Industries Department.
Part of Wider Administrative Reorganisation
The latest reshuffle comes days after the Bihar government transferred 18 IAS officers in another major administrative exercise earlier this month.
Officials said the ongoing restructuring is part of a broader effort by the state government to streamline governance, improve policy execution, and strengthen coordination among departments.
