Jalaun: The 2023 batch IAS officer of UP cadre, Mr Rinkoo Singh Rahee, currently posted as Joint City Magistrate in Jalaun, has submitted a formal complaint seeking registration of an FIR, alleging that conspiracies against him have intensified.
Following the submission of his complaint, Rahee took to social media with a lengthy post in which he questioned the conduct of officials and asked how far those allegedly involved in the matter could go.
IAS Rahee said that, given the prevailing circumstances, registration of an FIR appears necessary to make those allegedly conspiring against him stop their actions. At the same time, he stated that if he is ultimately found to be at fault, he is prepared to face punishment.
The latest development has once again brought the IAS officer into the spotlight. Rahee had earlier sought a cadre change, and his latest complaint and social media post have triggered discussion over the issues he has raised.
Rahee Questions Cold Storage Investigation
In his social media post, Rahee referred to an earlier cold storage investigation in Jalaun Tehsil.
He questioned what happened to the investigation after his transfer and pointed out that, at the time, the salaries of officials had even been withheld.
Mr Rahee’s post raised questions over the eventual outcome of the inquiry and whether the action taken during the investigation ultimately produced any substantive result.

Raises Questions Over Government and Nazul Land Encroachments
The IAS officer also referred to alleged illegal encroachments on government and Nazul land.
Nazul land generally refers to government-owned urban land. Rahee questioned whether any action had subsequently been taken to remove such alleged encroachments.
He also raised the possibility that matters may have eventually been regularised on paper, suggesting that the uproar surrounding the issue may itself have served a particular objective.
However, the allegations and questions raised by Rahee are his claims and have not been independently established.
IAS Officer Questions Conduct of Senior Treasury Officer
Another issue highlighted by Rahee concerns the Senior Treasury Officer of Jalaun.
According to Rahee, the officer refused to accept a letter that he attempted to submit at the office. He further stated that he tried to discuss the matter over the phone, but that request was also declined.
Mr Rahee questioned why such a situation was occurring in Jalaun, suggesting that such conduct is unusual elsewhere.
He also raised concerns about the implications of an official reading a letter but refusing to formally acknowledge its receipt.
According to the argument put forward in his post, such a situation could potentially create circumstances in which compliance becomes difficult to establish because, technically, the correspondence would not have been formally received.
‘How Low Will Officials and Others Stoop?’
Mr Rahee’s post also contained a strong rhetorical question regarding the alleged actions against him.
He questioned how low officials and others involved could stoop, while suggesting that the circumstances indicated a continuing effort to create difficulties for him.
He wrote that it appeared some people were waiting for him to make a mistake so that they could act against him without showing any leniency.
These remarks formed part of Rahee’s broader allegation that a conspiracy was being carried out against him.
Says FIR Necessary to Stop Alleged Conspirators
Explaining his decision to seek an FIR, Rahee said that under the present circumstances, filing an FIR appears necessary to force those allegedly involved in the conspiracy to pause their actions.
His complaint for registration of an FIR was followed by the detailed social media post in which he laid out his concerns about the various incidents.
The officer, however, also made an important qualification: if he is found to be wrong, he is willing to face punishment.
May Approach High Court If Alleged Conspiracy Continues
Mr Rahee further indicated that if he encounters additional situations that he believes are part of a conspiracy against him, he may approach the High Court for relief.
He said he wants to remain prepared for any eventuality and suggested that judicial intervention could become necessary if the situation continues.
The latest post therefore combines his allegations regarding administrative conduct with a warning that he may pursue legal remedies if he believes the alleged actions against him continue.
Earlier Sought Cadre Change
Mr Rahee has previously been in the news after seeking a change of cadre.
His latest complaint marks another development involving the officer, who has now sought formal police action while simultaneously putting his concerns in the public domain through social media.
The issues highlighted by him include the cold storage investigation, alleged encroachments on government and Nazul land, correspondence with the Senior Treasury Officer and the broader allegation of a conspiracy against him.
At present, the allegations raised by Rahee represent his version of events. Any FIR, investigation or subsequent administrative or judicial proceedings would determine the factual position and responsibility, if any.
