Kolkata/New Delhi: The Government of West Bengal has granted No Objection Certificates (NOCs) to three IPS officers for central deputation. The officers are Amit P Javalgi (IPS: 2006: WB), B V Chandra Sekhar (IPS: 2009: WB) and Amandeep (IPS: 2014: WB).

The move will enable the three officers to be considered for assignments under the Government of India. While Amit P Javalgi has been appointed as an Inspector General in the National Investigation Agency (NIA), the central assignments of B V Chandra Sekhar and Amandeep are expected to follow the deputation process.

The three officers bring experience in policing, investigation, intelligence, district administration and urban law and order to the central pool.

Amit P Javalgi: 2006-Batch IPS Officer

Amit P Javalgi, a 2006-batch IPS officer of the West Bengal cadre, is a direct-recruit officer who entered the IPS through the UPSC Civil Services Examination.

He joined the IPS on August 29, 2006 and has completed around two decades of service. He is currently serving as Commissioner of Police, Chandannagar Police Commissionerate, in the rank of Inspector General at Pay Level 14. He has held the post since January 1, 2024.

Javalgi holds a B.E. in Chemical Engineering and has served in several important policing assignments during his career.

His service record also includes recognition with the Medal for Meritorious Service in 2025.

Javalgi Appointed IG in NIA

The 2006-batch officer has also been appointed as an Inspector General in the National Investigation Agency (NIA)following the central deputation process.

His experience in senior-level policing is expected to be relevant to his new role in the central counter-terrorism and investigation agency.

B V Chandra Sekhar: 2009-Batch IPS Officer

B V Chandra Sekhar, a 2009-batch IPS officer of the West Bengal cadre, is also among the three officers who have received NOC for central deputation.

A direct-recruit IPS officer selected through the UPSC Civil Services Examination, Chandra Sekhar joined the service on December 21, 2009. He belongs to Andhra Pradesh and has more than 17 years of service experience.

He is currently posted as Joint Commissioner of Police (Headquarters), Bidhannagar Police Commissionerate, at Pay Level 13. He has been holding the assignment since February 19, 2024.

Experience in Kolkata and Bidhannagar Policing

Chandra Sekhar has handled several important law-and-order and investigation-related responsibilities during his career in the West Bengal Police.

He has served in the Kolkata Police, including as Deputy Commissioner of Police in the Detective Department and Special Branch. His assignments have given him experience in urban policing, intelligence and investigation.

At the Bidhannagar Police Commissionerate, he has been serving as Joint Commissioner of Police (Headquarters), where his responsibilities have included urban policing administration, public-facing policing initiatives and election-related security arrangements.

His NOC now clears the way for him to take up a central deputation assignment.

Amandeep: 2014-Batch IPS Officer

Amandeep, a 2014-batch IPS officer of the West Bengal cadre, is the third officer to receive NOC for central deputation.

He has built his career through a combination of district policing, intelligence assignments and special responsibilities within the West Bengal Police.

Amandeep has served as Superintendent of Police in Birbhum and Purba Bardhaman (East Burdwan) districts and has also held an earlier posting in Hooghly Rural.

Experience in Intelligence and Election Duties

Apart from district policing, Amandeep has served in the West Bengal Police Intelligence Branch, including as a Special Superintendent of Police.

His experience also includes assignments connected with the Election Commission of India, where he served as an observer during state Assembly election processes.

His combination of field policing and intelligence experience could be significant for a central government assignment.

Three Officers Move Towards Central Deputation

The NOCs granted to the three officers mark the latest movement of senior West Bengal-cadre IPS officers towards central deputation.

With Amit P Javalgi moving to the NIA as IG, and B V Chandra Sekhar and Amandeep cleared for central deputation, the Government of India is set to benefit from their combined experience in investigation, intelligence, district policing, urban law and order and election-related assignments.

The deputation of officers from state cadres to central organisations provides the Centre with experienced police leadership while also giving officers exposure to national-level policing and security responsibilities.
