Ranchi: In one of the most significant bureaucratic exercises in recent times, the Jharkhand government has carried out a large-scale reshuffle involving 17 IAS and 46 IPS officers, bringing sweeping changes across both administrative and police setups. The orders, issued late Friday night, aim to strengthen governance, improve coordination, and enhance law and order across the state.

The reshuffle includes replacement of Deputy Commissioners (DCs) in 17 districts, promotion of five Deputy Development Commissioners (DDCs) to DC rank, and transfer of Superintendents of Police (SPs) in around a dozen districts, along with key changes at the IG and ADG levels.

17 Districts Get New Deputy Commissioners

As part of the IAS reshuffle, the government has replaced the Deputy Commissioners in 17 districts, marking a major shift in district-level administration.

New Deputy Commissioner Appointments:

Rajiv Ranjan – DC, East Singhbhum (Jamshedpur)
Sandeep Kumar – DC, Latehar
Ananya Mittal – DC, Garhwa
Dileshwar Mahto – DC, Gumla
Megha Bhardwaj – DC, Pakur
Lokesh Mishra – DC, Godda
Shashi Prakash Singh – DC, Deoghar
Utkarsh Gupta – DC, Koderma
Hemant Sati – DC, Hazaribagh
Manish Kumar – DC, West Singhbhum (Chaibasa)
Rituraj – DC, Ramgarh
Ravi Anand – DC, Chatra
Deepak Kumar Dubey – DC, Sahibganj
Dilip Pratap Singh Shekhawat – DC, Palamu
Saurabh Kumar Bhuwania – DC, Khunti
Sandeep Kumar Meena – DC, Lohardaga
Alok Kumar – DC, Jamtara
All officers have been directed to assume charge immediately, with the orders taking effect right away.

DDCs Promoted, Officers Brought from Key Departments

Five officers have been elevated from Deputy Development Commissioner (DDC) roles to Deputy Commissioner positions, reflecting the government’s focus on rewarding administrative experience at the district level.

  • Saurabh Kumar Bhuwania (DDC Ranchi) → DC Khunti
  • Alok Kumar (DDC Khunti) → DC Jamtara
  • Deepak Kumar Dubey (DDC Godda) → DC Sahibganj
  • Dileshwar Mahto (DDC Gumla) → DC Gumla

Additionally, several officers from key institutions have been moved to districts:

  • Rajiv Ranjan, earlier Special Secretary (Cabinet Secretariat & Monitoring), now DC East Singhbhum
  • Sandeep Kumar, Secretary JPSC, now DC Latehar
  • Ananya Mittal, CEO JSLPS, now DC Garhwa
  • Megha Bhardwaj, IG Registration, now DC Pakur
  • Lokesh Mishra, Excise Commissioner, now DC Godda

Inter-District Transfers and Reassignments

Several sitting DCs have been shifted across districts:

  • Utkarsh Gupta: Latehar → Koderma
  • Shashi Prakash Singh: Hazaribagh → Deoghar
  • Hemant Sati: Sahibganj → Hazaribagh
  • Manish Kumar: Pakur → West Singhbhum
  • Rituraj: Koderma → Ramgarh
  • Ravi Anand: Jamtara → Chatra
  • Dilip Pratap Singh Shekhawat: Lohardaga → Palamu

Officers Directed to Report to Department of Personnel

Several senior officers have not been given immediate postings and have been asked to report to the Department of Personnel:

  • Karan Satyarthi (former DC East Singhbhum)
  • R. Ranita (former DC Khunti)
  • Dinesh Yadav (former DC Garhwa)
  • Chandan Kumar (former DC West Singhbhum)
  • Samira S. (former DC Palamu)

Parallel Police Reshuffle: 46 IPS Officers Transferred

Simultaneously, the Jharkhand government executed a major police reshuffle, transferring 46 IPS officers across the state. The move includes changes from ADG to ASP levels and is aimed at strengthening law enforcement.

Administrative Focus: Governance, Efficiency & Law Enforcement

This combined reshuffle of IAS and IPS officers reflects the Jharkhand government’s intent to strengthen governance at both administrative and policing levels. With sweeping changes across districts, commissions, and police units, the move is expected to enhance policy execution, district administration, and law-and-order management across the state.
