Digital Justice Boost: Delhi High Court Orders Committee Review To Upgrade Hybrid Hearing Infrastructure

New Delhi: The Delhi High Court has directed its appropriate committee to examine suggestions made by a lawyer regarding the improvement of hybrid hearing facilities in Delhi’s district courts.

The move highlights the judiciary’s continued effort to make court proceedings more accessible, efficient, and technology-friendly for lawyers and litigants. Hybrid hearings allow participants to join court proceedings either physically or through video conferencing.

The direction came while a division bench headed by Chief Justice D.K. Upadhyaya and Justice Tejas Karia was hearing a public interest litigation (PIL) filed by advocate Nitin Soni. According to court proceedings reported by LiveLaw, the petitioner sought better infrastructure and technological upgrades for hybrid hearings in district courts.

The petitioner argued that Delhi’s district courts need stronger infrastructure to support hybrid hearings effectively. He submitted representations to authorities on March 25, 2025, and May 4, 2026, suggesting improvements in the system. These recommendations focused on making virtual participation smoother and more reliable for court users.

The plea emphasized that technology has become an important part of modern court functioning and should continue to evolve to meet growing needs.

While hearing the matter, the Delhi High Court observed that improving hybrid hearing facilities is not a one-time exercise. The court noted that technological systems require continuous evaluation and regular updates to keep pace with changing requirements and advancements.

According to the bench, the process of upgrading hybrid hearing infrastructure is dynamic and requires constant review and adaptation. This observation reflects the judiciary’s broader push toward digital transformation.

Committee Asked To Consider Suggestions

Rather than issuing direct operational directions, the court disposed of the petition by asking the appropriate High Court committee to examine the suggestions submitted by the petitioner. 

The committee has also been asked to consider other recommendations emerging from the contents of the petition. This approach allows the judiciary’s administrative bodies to study the proposals and decide whether they can be incorporated into future upgrades.
