Bhopal: The Madhya Pradesh Cabinet, chaired by Chief Minister Mohan Yadav, approved proposals worth ₹10,630 crore to accelerate infrastructure development, healthcare, cyber security and social welfare initiatives in the state.
The decisions were taken at a Cabinet meeting held at the Mantralaya on Tuesday. Key approvals include a ₹4,600 crore loan guarantee for MPRDC, ₹3,960 crore for the four-laning of the Seoni-Balaghat road, ₹1,740 crore for 19 welfare schemes, ₹80 crore for the MP-CERT cyber security initiative and 244 posts for Madhya Pradesh Dhanwantri Health University, Ujjain.
MPRDC Gets ₹4,600 Crore Loan Guarantee for 12 Roads
The Cabinet approved a state government guarantee for a ₹4,600 crore loan to be raised by the Madhya Pradesh Road Development Corporation (MPRDC) through NABARD Infrastructure Development Assistance (NIDA).
The loan will support construction of 12 roads aimed at strengthening connectivity across the state.
The selected roads include:
- Bhopal–Vidisha Road
- Khalghat–Manawar–Mangod
- Mandsaur–Sitamau
- Sitamau–Basai–Suwasra
- Eastern Bhopal Bypass, including six-laning with paved shoulders
- Neemuch–Manasa–Rampura–Jhalawar Road (SS-7)
- Indore–Depalpur Road, four-laning with paved shoulders
- Chapda–Newari–Dewas Road (SH-64)
- Dinara–Datia–Seondha Road
- Agar–Sarangpur Road
- Soyat–Machalpur–Jirapur Road
- Rahatgarh–Khurai–Khimlasa and Sundra–Singhpur–Kothi–Birsinghpur–Semaria–Gohda–Sirmour routes
The loan and its interest will be repaid through toll collections and other revenues generated from the transferred roads.

22 Major Roads to Be Transferred to MPRDC
The Cabinet also decided to transfer ownership of 22 major roads to MPRDC at a nominal value.
In return, the corporation’s Board of Directors will issue equity shares in favour of the state government.
The Cabinet approved amendments to the Madhya Pradesh Highway Fund Act, 2012, under which toll collections and other revenue generated from these roads will be treated as direct income of MPRDC.
The corporation’s Board will also have the authority to make changes to roads or select new routes within the approved loan limit.
Funds under the project will be withdrawn according to the Just-in-Time (JIT) principle, meaning money will be drawn only when required.
₹3,960 Crore Approved for Seoni-Balaghat Four-Lane Road
The Cabinet approved ₹3,960.09 crore for construction and related works on the 91.64-km Seoni-Balaghat road, including paved shoulders.
Under the Hybrid Annuity Model (HAM), the project and financial cost has been approved at ₹3,458.93 crore.
The approved funding structure includes:
- ₹704.38 crore or 40% of the project construction cost through the state budget.
- ₹2,253.39 crore or 60% through semi-annual annuities over a 15-year operation period.
- ₹501.16 crore for pre-construction activities, including land acquisition and other works, along with supervision charges.
The Seoni-Balaghat route is an important state highway connecting Seoni with Balaghat and linking the region with key national highways.
The road also provides connectivity to important economic and tourism destinations, including Malajkhand Copper Project, Bharveli Manganese Mines, Kanha Tiger Reserve and Pench Tiger Reserve, besides providing connectivity towards Chhattisgarh.
The project is expected to benefit around 8 to 10 lakh people by improving regional connectivity, tourism movement, agricultural access and logistics.
₹1,740 Crore Approved for 19 Social Welfare Schemes
The Cabinet approved ₹1,740 crore for the continued operation of 19 schemes related to the social and economic development of poor and vulnerable sections for the financial period 2026-27 to 2030-31.
The schemes cover various groups, including:
- Poor and vulnerable sections
- Destitute persons
- Senior citizens
- Persons with disabilities
- Support for marriage and nikah
- Persons affected by substance abuse
- Transgender persons
The approved schemes include the Indira Gandhi National Disability Pension Scheme, National Family Assistance Scheme, Mukhyamantri Kanya Abhibhavak Pension Scheme, Mukhyamantri Nikah Yojana, Antyeshti Sahayata Yojana, artificial limb and equipment distribution scheme, barrier-free environment initiatives and Atal Vayo Abhyuday Yojana, among others.
244 Posts Approved for Madhya Pradesh Dhanwantri Health University
The Cabinet approved 244 posts/personnel for the effective functioning of Madhya Pradesh Dhanwantri Health University, Ujjain.
The approved workforce comprises:
- 154 regular posts
- 1 contractual post
- 89 outsourced personnel
The move is aimed at strengthening the administrative and academic functioning of the university.
The establishment of the university is expected to decentralise health sciences education administration across the state. Institutions in 31 districts across the Indore, Ujjain, Bhopal, Gwalior, Narmadapuram and Chambal divisions are expected to benefit from dedicated arrangements for affiliation, inspection, examinations and other university services.
The initiative is also expected to support standardisation of curricula, examinations and evaluation, transparent examination processes, timely results and improved academic inspection.
₹80 Crore Approved for State Cyber Security Response Centre
The Cabinet approved ₹80 crore for the continued operation of the state-level Computer Security Incident/Response Operation Centre under the MP-CERT initiative for the financial years 2026-27 to 2030-31.
The initiative is aimed at strengthening the state’s ability to manage cyber security incidents, respond quickly to threats, reduce risks and protect critical government information infrastructure.
The approval includes:
- 25 new posts for administrative, technical, consultancy, incident response, forensic and Security Operations Centre (SOC) functions.
- Estimated financial requirement of ₹3.99 crore for these activities.
- ₹3.24 crore for revised salaries of 21 existing human resources.
The state will also engage up to two subject experts for short-term requirements, with remuneration of up to ₹50,000 each.
In addition, 10 engineering graduates from reputed national institutions such as NFSU, IITs, NITs, IISER and CDAC will be selected annually for one-year training with MP-CERT. Selected trainees will receive a ₹25,000 monthly training allowance.
₹250.67 Crore Approved for Madhya Pradesh Facilities in Delhi and Mumbai
The Cabinet approved ₹250.67 crore for the continued operation and upgradation of programmes related to the Resident Commissioner Office and Madhya Pradesh facilities in New Delhi during the 16th Finance Commission period from April 1, 2026, to March 31, 2031.
The allocation includes:
- ₹191.828 crore for revenue and capital expenditure related to the Resident Commissioner Office and Madhya Pradesh Bhawan, New Delhi.
- ₹1.55 crore for transportation arrangements for judicial staff.
- ₹6.593 crore for the Special Commissioner Office, Madhya Pradesh Government, New Delhi.
- ₹4.2655 crore for the Madhya Lok office in Mumbai.
- ₹1.76 crore for maintenance of departmental assets.
- ₹44.5803 crore for expansion and construction of the proposed Madhyanchal Bhawan in New Delhi.
- ₹10 lakh for establishing proposed offices in New Delhi.
Cabinet Approves Changes to Mutual Consent Land Purchase Policy
The Cabinet approved amendments to the Mutual Consent Land Purchase Policy dated November 12, 2014.
Under the revised provisions, in addition to the calculated rehabilitation grant, owners of private agricultural land in rural areas will receive an amount equal to twice the calculated value based on the prevailing collector guideline rate for agricultural land, excluding immovable assets established on such land.
The amendment is intended to facilitate faster land acquisition for public projects through mutual consent and reduce delays and additional costs associated with conventional land acquisition processes.
The move follows a Madhya Pradesh Gazette notification dated April 24, 2026, under which the factor for calculating market value of rural agricultural land was increased from 1.00 to 2.00.
EOW Authorised for Action Under Changed BNS Provisions
The Cabinet approved an amendment to the Home Department notification dated May 31, 1977, to authorise the Economic Offences Wing (EOW), Madhya Pradesh, to take action under provisions that have been changed from the Indian Penal Code, 1860 to the Bharatiya Nyaya Sanhita (BNS), 2023.
The amendment will align the relevant authorisation framework with the changed legal provisions.
₹78 Lakh Approved for Women’s Blind T20 World Cup Players and Coaches
The Cabinet granted post-facto approval for reimbursement of ₹78 lakh as incentives for Madhya Pradesh players and coaches associated with the Women’s T20 World Cup Cricket 2025 for the visually impaired.
The Indian team won the gold medal after defeating Nepal in the final held in Colombo, Sri Lanka, on November 23, 2025.
The approved incentive amount includes:
- Sunita Sarathe (Narmadapuram): ₹25 lakh
- Durga Yeble (Betul): ₹25 lakh
- Sushma Patel (Damoh): ₹25 lakh
- Sonu Golkar, coach: ₹1 lakh
- Omprakash Pal, coach: ₹1 lakh
- Deepak Padhe, coach: ₹1 lakh
Each of the three players will receive ₹10 lakh in cash and ₹15 lakh through fixed deposits, while the three coaches will receive ₹1 lakh each.
Madhya Pradesh Cabinet Pushes Infrastructure, Health and Social Development
The Cabinet’s latest decisions cover a broad range of sectors, from roads and healthcare to cyber security, social welfare, land acquisition and sports.
The ₹10,630 crore package of approvals is expected to support infrastructure expansion, improve connectivity, strengthen health education administration, enhance cyber security capabilities and ensure the continued implementation of welfare programmes across Madhya Pradesh.
