Bhopal: The Madhya Pradesh government is planning a renewed focus on Tier-2 cities as part of its urban-development strategy, with measures including redensification, transferable development rights (TDR) and easier regulatory processes.
Cities including Satna, Singrauli, Ratlam, Katni and Ujjain have been identified in the state’s plans for strengthening urban infrastructure. The approach comes after development priorities in major cities such as Bhopal and Indore.
Redensification and Urban Planning in Focus
The government plans to use redensification to redevelop older and densely occupied areas of cities and improve land-use planning. The strategy is also being discussed alongside measures related to RERA approvals and TDR.

An Urban Conclave is scheduled to be held at the Brilliant Convention Centre in Indore on October 28, where urban-development strategies and investment-related issues will be discussed. The Chief Minister and officials of the concerned department are expected to participate.
Digital Governance and Climate-Resilient Cities
Urban Development and Housing Department Commissioner Sanket Bhondve said work is also being undertaken on areas including automated building-permission approvals, online NOCs, development-permission systems, the Colony Act, digital governance and GIS-based planning.
Other areas listed include Ease of Doing Business measures and a Project Management Information System for urban projects.
The Urban Conclave will also include discussions on climate-resilient cities, water security and the circular economy. The circular-economy approach involves reusing materials and resources through activities such as composting wet waste, recycling metals and plastics, and treating wastewater.
