Bhopal: The Madhya Pradesh government, under the leadership of Chief Minister Dr. Mohan Yadav, has approved a series of significant decisions aimed at boosting agriculture, infrastructure, digital governance, and public welfare. The cabinet meeting focused on economic reforms, large-scale infrastructure funding, and support for farmers and industry.
Key Highlights of Cabinet Decisions
The cabinet cleared multiple high-value proposals totaling thousands of crores, including:
- Major reforms in agricultural market fees
- Large-scale funding for Bhopal metro rail project
- Increased financial guarantees for food procurement operations
- Expansion of IT and e-governance infrastructure
These decisions are expected to strengthen rural incomes, improve logistics infrastructure, and accelerate digital transformation in the state.
Agricultural Reforms: Cotton and Mandi Fee Changes
One of the most notable decisions is the reduction in mandi fee on cotton:
- Cotton mandi fee reduced from 1% to 0.5%
- Aimed at strengthening cotton ginning mills and preventing migration to neighboring states
- Expected to support around 158 ginning mills with a combined capacity of nearly 13 lakh metric tons
At the same time, the government increased the general mandi fee:
- Mandi fee raised from ₹1 to ₹1.50
- ₹0.50 earmarked directly for farmer welfare
- Expected additional revenue of around ₹500 crore
The revenue will be allocated across multiple development funds, including rural roads, agricultural infrastructure, warehousing, cold storage, and livestock welfare initiatives.
Bhopal Metro Rail Project Gets Revised Funding Approval
A major infrastructure push was approved for the Bhopal Metro Rail Project:
- Original cost: ₹6,941.40 crore
- Revised cost approved: ₹10,033.62 crore
- Additional financial support: ₹3,532.22 crore
Funding includes contributions from state and central government equity, loans from financial institutions, and allocations for taxes, land acquisition, rehabilitation, and interest during construction.
The revised funding is expected to ensure smoother execution and faster completion of the metro project, improving urban mobility in Bhopal.
Strengthening Digital Governance and IT Infrastructure
The cabinet also approved major investments in the state’s IT ecosystem:
IT Cadre and Consultancy Services
- Budget approved: ₹235.63 crore
- Focus: Expert IT consultancy, capacity building, and digital transformation
- Supports deployment of technologies like AI, blockchain, big data, and cybersecurity
IT Training and Governance Plan
- Allocation: ₹55.43 crore
- Training programs for government officials in e-governance and cybersecurity
- Strengthening of institutions like MPSEDC
- Introduction of “E-Governance Excellence Awards” to encourage innovation
These initiatives aim to position Madhya Pradesh as a leading state in digital governance.
Major Financial Guarantee for Food Procurement System
To ensure smooth agricultural procurement in upcoming marketing seasons:
- ₹8,600 crore free government guarantee approved
- Supports wheat, rice, and coarse grain procurement for 2026–27
- Beneficiaries include MP State Civil Supplies Corporation and MARKFED
Additionally:
- Civil Supplies Corporation granted guarantee support of ₹29,500 crore
- Ensures stable borrowing from banks and financial institutions
- Helps manage food supply chain financing and reduce high-interest debt burden
