Hyderabad: With the tenure of Telangana Chief Secretary K. Ramakrishna Rao (IAS:1991:TG) scheduled to end later this month, discussions over his possible successor have gathered momentum across the state secretariat. While there is still speculation about the possibility of another extension for Rao, administrative circles believe that a third extension appears unlikely, prompting the government to weigh its options for the state’s top bureaucratic post.
The issue has attracted considerable attention amid the evolving political dynamics between the Telangana government and the Centre. Since Rao has already received two post-retirement extensions, officials and observers believe the chances of securing a third extension may be limited.
Against this backdrop, the names of four senior IAS officers have emerged as leading contenders for the coveted position, with Jayesh Ranjan (IAS:1992:TG) widely viewed as the frontrunner.
Will Ramakrishna Rao Get Another Extension?
The possibility of extending Rao’s tenure remains a topic of discussion in administrative circles. Under existing norms, post-retirement extensions can be granted under specific circumstances, but a third consecutive extension would be unusual.
Sources indicate that the matter is being closely watched, especially in view of Chief Minister A. Revanth Reddy’srecent criticism of the Centre on various issues. Any move to seek another extension would require approval at the central level, making the decision politically and administratively significant.
As uncertainty continues, the focus has increasingly shifted towards identifying the next Chief Secretary.
Jayesh Ranjan Emerges as Strongest Contender
Among the officers being discussed, Jayesh Ranjan (IAS:1992:TG) is considered to have a clear advantage.
Currently serving as Special Chief Secretary overseeing Metropolitan Area and Urban Development-related responsibilities, Ranjan has been one of Telangana’s most visible bureaucrats over the past decade. He has played key roles in the Information Technology, Industries, Investment Promotion, and Urban Development sectors.
Known for his close involvement in Telangana’s industrial growth and investment initiatives, Ranjan has been associated with major projects that helped position Hyderabad as a leading investment destination.
Born on September 25, 1967, the 1992-batch officer holds postgraduate qualifications in Management and has held several important assignments, including:
- Special Chief Secretary to Government
- CEO of the Industry & Investment Cell in the Chief Minister’s Office
- Special Chief Secretary for Sports
- Senior leadership roles in IT and Industries departments
With retirement due in September 2027, Ranjan would also provide administrative continuity for the government if selected.
Sanjay Jaju Remains a Serious Contender
Another prominent name under discussion is Sanjay Jaju (IAS:1992:TG).
Currently serving on central deputation as Secretary in the Ministry of Development of North Eastern Region (DoNER), Jaju holds one of the highest-ranking bureaucratic positions in the Union Government.
With extensive administrative experience at both the state and central levels, he is considered a strong contender for the post of Telangana Chief Secretary. Observers believe his candidature could gain momentum if the state government seeks stronger coordination with New Delhi.
Notably, IAS Jaju is expected to remain in service until March 2028, offering the prospect of a relatively long and stable tenure if appointed.
An engineer by training, he holds qualifications in Mechanical Engineering, Technology, and Cost Accountancy, and has served in several key administrative roles during his distinguished career.
Vikas Raj Also in the Race
Vikas Raj (IAS:1992:TG) is another senior officer being considered for the post.
Currently serving as Special Chief Secretary, Transport, Roads and Buildings Department, Raj has built a reputation for his work in governance reforms, infrastructure development, and public administration.
A B.Tech graduate with an MBA from Case Western Reserve University, he belongs to the influential 1992 batch and possesses substantial administrative experience across multiple sectors.
His supporters point to his extensive field and secretariat experience as factors that strengthen his claim for the Chief Secretary’s position.
Sabyasachi Ghosh Brings Experience and Longer Tenure
Among the names being discussed, Sabyasachi Ghosh (IAS:1994:TG) is the youngest in terms of batch seniority but remains a serious contender due to his long remaining tenure and wide administrative exposure.
Currently serving as Special Chief Secretary for the Implementation of Flagship Welfare and Developmental Schemes and Corporate Social Responsibility (CSR), Ghosh has played a key role in monitoring government programmes and policy implementation.
Born on April 16, 1967, he holds a Master’s degree in Science and has served in several senior positions during his career.
With several years of service still remaining, Ghosh is viewed as a long-term administrative option for the government.
What About Senior-Most Officer Shashank Goel?
In terms of cadre seniority, Shashank Goel (IAS:1990:TG) is the senior-most serving IAS officer in Telangana.
Currently posted as Special Chief Secretary and Resident Commissioner at Telangana Bhavan in New Delhi, Goel possesses an impressive academic and administrative profile, including degrees from IIT Kanpur and Harvard University.
However, his impending retirement in September this year is believed to reduce the likelihood of his appointment as Chief Secretary, as governments generally prefer candidates who can provide a longer tenure in the role.
What Factors Could Influence the Final Decision?
Unlike the appointment of a Director General of Police, the selection of a Chief Secretary does not require a UPSC panel. The state government has significant discretion in choosing a suitable officer.
The final decision could depend on several factors:

However, with the final decision resting with the state government and uncertainty surrounding Ramakrishna Rao’s extension issue, the race for Telangana’s next Chief Secretary remains open.
The coming weeks are expected to provide greater clarity on who will occupy the most powerful bureaucratic position in Telangana.
