Bhopal: Madhya Pradesh Chief Minister Dr. Mohan Yadav has reviewed the functioning of the Backward Classes and Minority Welfare Department and issued key instructions to ensure timely delivery of benefits under various government schemes. The focus of the review meeting was on faster implementation, improved coordination, and better outreach to eligible beneficiaries.
Strong Emphasis on Timely Benefits for Eligible Beneficiaries
During the meeting, the Chief Minister directed officials to ensure that eligible beneficiaries receive:
- Loans under self-employment schemes on time
- Subsidies without delays
- Scholarships within the same academic year
He stressed that the department should not limit itself to the application process but must actively assist beneficiaries in securing bank loans and subsidies. The objective, he said, is to ensure simple, accessible, and time-bound delivery of welfare services while removing administrative and technical bottlenecks.
Focus on Education Support and Scholarship Distribution
The Chief Minister instructed that scholarships for OBC and minority students must be disbursed within the stipulated timeline of the academic session. Better coordination between departments was emphasized to avoid delays and ensure students receive financial support when needed.
These measures are expected to strengthen educational access and reduce financial barriers for students from marginalized communities.
Digitization and Transparency in Waqf Property Management
A major directive in the meeting was the mandatory registration of Waqf properties on the Government of India’s ‘UMMEED Portal’.
Officials informed that Government of India ranks Madhya Pradesh first in the country for online entry of Waqf property data.
The Chief Minister also instructed that:
- Land-related disputes linked to Waqf properties be resolved quickly
- All pending cases and announcements be disposed of in a time-bound manner
- Regular monitoring of physical and financial targets be ensured
This is aimed at improving transparency and reducing disputes related to religious endowment properties.
Development of Digital Tools for Beneficiary Outreach
The department informed that a virtual voice assistance tool is being developed to provide scheme-related information directly to beneficiaries.
The Chief Minister directed that this tool be integrated with the MP e-Seva Portal to improve accessibility and digital governance.
This initiative is expected to make welfare schemes more user-friendly and widely accessible, especially in rural areas.
Major Push for Skill Development and Youth Empowerment
Several new and ongoing initiatives were reviewed to create employment and training opportunities for youth:
Shourya Sankalp Training Scheme
- Training being provided in 20 districts
- Targets 12th-pass youth
- Prepares candidates for recruitment in Army, Police, Home Guard, and other security forces
- Around 4,000 youth currently enrolled
Dr. A.P.J. Abdul Kalam Space Centre
A new Dr. A.P.J. Abdul Kalam Simulated Space Centre will be established with support from the central government. The aim is to promote scientific thinking and interest in space science among students and citizens.
Major Enhancements in Student Welfare Schemes
The government also announced significant improvements in student support programs:
Delhi Chhatra Grih Scheme
- Scholarship increased from ₹1,550 to ₹10,000
- Beneficiary count increased from 50 to 300 students
OBC Hostels and Coaching Support
- First-time introduction of mess facilities in OBC hostels
- Expansion of Sardar Patel Coaching Training Scheme for competitive exam preparation
These reforms aim to strengthen educational infrastructure and improve competitive exam readiness among students.
The review meeting led by CM Dr. Mohan Yadav reflects a strong push toward efficient welfare delivery, digital governance, and youth empowerment. The focus on timely scholarships, skill development programs, and transparent management of welfare schemes is expected to significantly benefit OBC and minority communities across Madhya Pradesh.
