NeVA Expands Nationwide: 33 States, UT Legislatures Sign MoUs; 21 Go Fully Digital

Thirty-three of India's 37 State and UT Legislatures have signed MoUs for the National e-Vidhan Application, with 21 already functioning as digital legislatures, improving legislative efficiency, transparency, accessibility and reducing paper-based processes.

The National e-Vidhan Application (NeVA), the Centre’s flagship initiative to digitise legislative functioning across State and Union Territory Legislatures, has made significant progress, with 33 out of 37 State/UT Legislatures signing Memoranda of Understanding (MoUs) for its implementation. Of these, 21 Legislative Houses have already been transformed into fully digital legislatures, the Government informed the Rajya Sabha.

The information was shared by Minister of State for Parliamentary Affairs Dr. L. Murugan in a written reply in the Rajya Sabha, highlighting the growing adoption of technology to modernise legislative processes across the country.

21 Legislatures Functioning as Digital Houses

According to the Ministry of Parliamentary Affairs, NeVA has been successfully implemented in 21 Legislative Houses, enabling them to conduct legislative business through a fully digital platform.

The Ministry clarified that the Lok Sabha and Rajya Sabha are outside the scope of the NeVA project, as the initiative is specifically designed for State and Union Territory Legislatures.

The project aims to create paperless, transparent and efficient legislatures by digitising the complete legislative workflow.

Improving Legislative Efficiency

The implementation of NeVA has significantly improved the functioning of Legislative Houses by replacing traditional paper-based processes with electronic workflows.

According to the Government, the platform has helped:

  • Enable electronic processing of legislative business.
  • Reduce dependence on paper-based procedures.
  • Accelerate processing and dissemination of House business.
  • Improve accessibility of legislative information.
  • Generate savings in printing, handling and storage of official documents.

The digital platform allows Members, Legislature Secretariats and Government Departments to coordinate more efficiently through workflow-based electronic processing.

NITI Aayog Evaluation Highlights Positive Impact

A mid-term evaluation of the NeVA project conducted by NITI Aayog found that the initiative has substantially improved legislative workflows while reducing paper consumption.

The evaluation observed that stronger coordination between Legislatures and Government Departments has enabled quicker processing of legislative business. It also noted that the NeVA public portal provides citizens with real-time access to legislative documents, improving transparency and public accessibility.

The report further highlighted that capacity-building initiatives, including the establishment of NeVA Seva Kendras, have played an important role in facilitating adoption of the platform by providing technical support and training to legislators, legislative staff and other stakeholders.

Continuous Upgrades Based on User Feedback

The Government said the NeVA platform is regularly upgraded based on operational requirements and feedback received from users to ensure smoother functioning and better user experience.

These periodic enhancements are aimed at improving efficiency, strengthening security and expanding the platform’s capabilities in line with evolving technological requirements.

Enhanced Cybersecurity and Multilingual Access

To strengthen digital security, the NeVA application has been migrated to the NIC MeghRaj 2.0 cloud infrastructure, providing a more secure environment for legislative data and digital operations.

The platform has also been integrated with BHASHINI, enabling text-to-text translation of content available on the public portal. This integration improves linguistic accessibility and allows legislative information to reach citizens in multiple Indian languages.

NeVA has been designed as a device-agnostic platform, ensuring seamless interoperability across desktops, laptops, tablets and smartphones. It also features role-based dashboards and workflow-driven electronic processing, allowing different stakeholders—including legislators, Legislature Secretariats and Government Departments—to collaborate efficiently within a secure digital ecosystem.

Towards Paperless and Transparent Legislatures

With 33 State and UT Legislatures already on board and 21 functioning as digital legislatures, the National e-Vidhan Application has emerged as a key pillar of India’s digital governance reforms.

By enabling paperless legislative functioning, improving transparency, enhancing accessibility and strengthening coordination among stakeholders, NeVA is helping modernise legislative institutions while making governance more efficient and citizen-centric.
