Bhubaneswar: The Odisha Government on Tuesday carried out a targeted reshuffle of four IPS officers, appointing 2015-batch officer Dr Saravana Vivek M as the new Deputy Commissioner of Police (DCP) of Bhubaneswar.
The appointment fills the vacancy created following the resignation of 2013-batch IPS officer Jagmohan Meena, who stepped down from service citing personal reasons. The Centre accepted Meena’s resignation with effect from September 11, 2026.
Meena had been serving as DCP, Bhubaneswar, since March 2025.
According to a Home Department notification issued on September 22, Dr Saravana Vivek M, who was serving as Superintendent of Police, Berhampur, has now been transferred and posted as DCP, Bhubaneswar.
Dr Saravana Vivek M to Take Charge as Bhubaneswar DCP
A 2015-batch IPS officer, Dr Saravana Vivek M is an MBBS graduate from Tamil Nadu who joined the Indian Police Service after completing his medical education.
Before his latest appointment, he was serving as Superintendent of Police, Berhampur. He has also served as SP, Rayagada, during his career in Odisha.

His experience includes district-level policing responsibilities in different parts of the state, and he has also handled election-related duties.
Vivek served as a police observer for the Election Commission of India during the 2026 West Bengal Assembly elections, adding electoral field experience to his policing profile.
His appointment as Bhubaneswar DCP comes at a significant point for the state capital’s police commissionerate, following the departure of his predecessor Jagmohan Meena.
Jagmohan Meena Resigned From Service
The vacancy at the DCP level was created after 2013-batch IPS officer Jagmohan Meena resigned from the Indian Police Service.
Meena cited personal reasons for his resignation, which was accepted by the Centre with effect from September 11, 2026.
He had taken charge as Bhubaneswar DCP in March 2025 and remained in the position until his resignation from service.
His formal farewell from Commissionerate Police headquarters on September 19 came amid attention over the impending change in the leadership of the DCP post.
The Odisha Government has now filled the position with Vivek as part of Tuesday’s reshuffle.
Abhinav Sonkar Transferred to Berhampur
The reshuffle also involves 2019-batch IPS officer Abhinav Sonkar.
Sonkar, who was serving as Superintendent of Police, Dhenkanal, has been transferred and posted as Superintendent of Police, Berhampur.
During his tenure in Dhenkanal, Sonkar was associated with community-focused policing initiatives as well as measures concerning the safety of women and children.
He will now take charge of the Berhampur police district, succeeding Vivek, who has been moved to Bhubaneswar.
Mane Ajinkya Baburao Gets Dhenkanal Posting
2022-batch IPS officer Mane Ajinkya Baburao, who was serving as Additional Superintendent of Police, Paradeep, has been appointed Superintendent of Police, Dhenkanal.
The posting marks his move into the district SP role, with Baburao now taking over the policing responsibilities in Dhenkanal following Sonkar’s transfer to Berhampur.
A.B. Silpa Posted as SDPO Bargarh
The fourth officer covered by the reshuffle is 2021-batch IPS officer A.B. Silpa.
Silpa, who was serving as Assistant Superintendent of Police at State Police Headquarters, has been transferred and posted as Sub-Divisional Police Officer (SDPO), Bargarh.
The assignment gives her a field-level policing role in the Bargarh district.
Four Officers Get New Assignments
The September 22 notification thus brings changes at four different levels of Odisha’s policing structure:
- Dr Saravana Vivek M, 2015 batch — SP Berhampur to DCP Bhubaneswar
- Abhinav Sonkar, 2019 batch — SP Dhenkanal to SP Berhampur
- Mane Ajinkya Baburao, 2022 batch — Additional SP Paradeep to SP Dhenkanal
- A.B. Silpa, 2021 batch — Assistant SP, State Police Headquarters to SDPO Bargarh
The transfers have been issued by order of the Governor, according to the Home Department notification.
The officers are expected to assume charge of their respective new assignments immediately.
With Vivek’s appointment, the Bhubaneswar Commissionerate now gets a new DCP following Meena’s resignation, while the accompanying transfers realign the leadership of Berhampur and Dhenkanal and place A.B. Silpa in a new field assignment at Bargarh.
