New Delhi: Pawan Hans is expected to play a bigger role in the Indian aviation sector as the government pushes to expand helicopter services, develop seaplane operations and explore electric vertical take-off and landing (eVTOL) technology.

Union Civil Aviation Minister Ram Mohan Naidu has urged the company to improve regional connectivity, support emergency medical services and connect more religious tourism destinations. The government also plans to increase the availability of helicopters and aircraft to meet India’s growing demand for air travel.

Details of Pawan Hans Expansion Plan

Union Civil Aviation Minister Ram Mohan Naidu made these remarks during the 42nd Foundation Day celebrations of Pawan Hans in New Delhi on October 15, 2026.

He said Pawan Hans has played an important role in India’s helicopter industry over the past four decades. The company has supported regional connectivity and helped connect places where regular transport options can be limited. The minister encouraged Pawan Hans to expand its operations and take advantage of new opportunities in the aviation sector.

He also highlighted the government’s vision of improving transport connections across the country under its broader development goals.

Helicopter Services To Support Medical And Religious Tourism

The government wants Pawan Hans to increase helicopter services, particularly for emergency medical transport and religious tourism.

Heli-ambulance services can help transport patients from remote areas to hospitals more quickly, especially where road journeys are long or difficult.

The minister also said helicopter services could make religious destinations easier to reach. Better air connectivity may help pilgrims travel to places located in hilly and remote regions. The government believes that expanding helicopter operations can improve access to essential services while supporting tourism and local economic activity.

Pawan Hans Expansion Plan: Government Plans To Expand Seaplane Operations

Seaplane services are another important area the government wants to develop. Unlike conventional aircraft, seaplanes can operate from suitable water bodies, potentially connecting islands and inland destinations without requiring a traditional airport.

Pawan Hans was among the early operators of seaplane services in India and operated such services in the Andaman and Nicobar Islands. Naidu encouraged the company to return to this sector and explore new opportunities.

The government is assessing possible destinations beyond Lakshadweep and the Andaman and Nicobar Islands. Inland locations with suitable water bodies are also being considered. State governments will need to help identify practical routes and destinations where seaplane services can operate successfully.

eVTOL Technology Could Shape India’s Future Aviation

The Civil Aviation Minister also asked Pawan Hans to explore electric vertical take-off and landing (eVTOL) vehicles.

These aircraft are designed to take off and land vertically, similar to helicopters, while using electric propulsion. Depending on their design, they could support future urban and regional transport services. The technology is attracting attention as aviation companies explore new ways to move passengers more efficiently.

Naidu said the government wanted Pawan Hans to prepare for emerging aviation technologies over the next few years. However, eVTOL services will require appropriate safety approvals, infrastructure and operating arrangements before they can become widely available.

Pawan Hans Expansion Plan: Government Supports Made-In-India Helicopters

The government is also supporting efforts to modernise the Pawan Hans fleet with domestically manufactured helicopters.

According to Naidu, four Made-in-India civil helicopters manufactured by Hindustan Aeronautics Limited (HAL) had already been provided to Pawan Hans as part of its fleet renewal programme. He said six additional helicopters were yet to be provided.

The minister expressed confidence in domestic manufacturing and said the government would continue supporting Pawan Hans as it expands its operations. The move is also part of a broader effort to strengthen India’s domestic aviation manufacturing capabilities.

Pawan Hans Expansion Plan: UDAN Scheme To Add 200 Modern Heliports

Naidu said the government planned to develop 200 modern heliports across India under the new UDAN scheme.

These facilities are intended to improve helicopter connectivity in aspirational districts, hilly regions and island destinations. The scheme also envisages procuring two new civil helicopters.

Modern heliports can provide the infrastructure needed for safer and more organised helicopter operations. They may also help improve access to remote communities and destinations that are difficult to reach by road. The expansion will depend on infrastructure development, route planning and the availability of suitable aircraft and operators.

Government Wants More Aircraft Through Leasing And Shared Ownership

The minister also highlighted the need to increase the number of aircraft available in India. He said the government was examining fractional aircraft ownership and aircraft leasing as possible ways to meet growing demand.

Fractional ownership allows multiple owners to share the cost and use of an aircraft rather than purchasing one individually. Leasing allows an operator to use an aircraft under a rental agreement instead of buying it outright.

The Ministry of Civil Aviation is discussing these options with stakeholders, while the Ministry of Finance is also involved in the consultation process. Naidu said the government would consider feedback before deciding how best to support these arrangements.

India’s Aviation Sector Sees Growing Demand

India’s aviation sector has expanded over the past decade, with more airports and increasing passenger traffic. The government now wants to strengthen connectivity beyond major airports by increasing the availability of helicopters and other types of aircraft.

Pawan Hans could play an important role in this effort through helicopter services, emergency medical transport, religious tourism, seaplanes and future eVTOL operations.

The proposed expansion reflects a broader strategy to improve transport options for people living in remote, hilly and island regions. However, the success of these plans will depend on implementation, infrastructure, safety requirements and the commercial viability of individual routes.

What Pawan Hans’ Expansion Plan Could Mean For India

The proposed initiatives could create more transport options for people in areas that are not well connected by roads or conventional air services.

Expanded helicopter operations may support medical emergencies and tourism, while seaplanes could connect suitable water-based destinations.

Domestic helicopter procurement could also support India’s aviation manufacturing industry. Meanwhile, leasing and shared ownership arrangements may help operators access more aircraft without relying entirely on direct purchases.

For now, the government’s statements indicate plans and policy priorities rather than confirmation that every proposed service is operational. The next steps will depend on coordination between Pawan Hans, central ministries, state governments and other aviation stakeholders.
