Prayagraj: Uttar Pradesh Director General of Police Rajeev Krishna, 1991-batch IPS officer of the Uttar Pradesh cadre, appeared personally before the Allahabad High Court on Tuesday after the court sought an explanation over repeated instances of alleged non-compliance with its directions by police officers.
Mr. Krishna appeared before a bench of Justice Sameer Jain, which had earlier summoned him while hearing a bail application in a murder case.
The court had raised concerns after the state failed to file a detailed counter-affidavit despite an earlier direction regarding a discrepancy between the alleged time of a crime and CCTV footage dated June 21, 2025.
Court Flags Delays in Following Directions
During Tuesday’s hearing, the bench indicated that the issue was not limited to the case that led to the DGP’s appearance.

The court raised concerns over:
- Compliance with judicial directions by police officers.
- Delays in furnishing police instructions and records.
- The quality of police investigations.
- Availability of investigation material, including CCTV footage.
- Delays affecting bail proceedings in serious criminal cases.
The bench also questioned the DGP about measures being taken to address such concerns. Krishna referred to the state’s conviction rate, but the court observed that conviction statistics did not address the specific concerns regarding investigation quality and compliance with court directions.
Court Seeks Timely Police Instructions
Justice Sameer Jain also referred to the time taken by police authorities to provide instructions in cases involving personal liberty.
The bench noted that while courts had earlier allowed longer periods for receiving police instructions, the Supreme Court has indicated that such information should ideally be made available within three days in matters concerning personal liberty.
The DGP assured the court that mechanisms and committees were in place to address the issue and ensure timely compliance.
Background of the Case
The DGP had been summoned after the court noted that a counter-affidavit ordered on July 16 had not been filed. The affidavit concerned discrepancies between the alleged timing of the incident and CCTV footage in the case of Pushpraj Singh alias Babloo vs State of Uttar Pradesh.
The Additional Government Advocate had informed the court that letters had been sent twice regarding the filing, but the required counter-affidavit was still not submitted.
The High Court subsequently directed the DGP to personally explain why police officers were showing reluctance to comply with its orders.
The matter remains under consideration.

Rajeev Krishna is a 1991-batch IPS officer of the Uttar Pradesh cadre and currently serves as the Director General of Police (DGP), Uttar Pradesh. He holds a B.E. in Electronics and Communication and joined the IPS in September 1991.
Before becoming full-time DGP in May 2026, Krishna served as DG Vigilance and headed the Uttar Pradesh Police Recruitment and Promotion Board. He also held several senior assignments, including ADG-level posts in Lucknow and Agra and a deputation with the BSF.
